Councilman <br />Adams asked for clarification with regard to the term "except for organization <br />having an organizational address within the corporate limits of University <br />City..." --- as to whether they do, or do not, have to abide by the sixty day <br />requirement; further, whether this applies to organizations which have pre- <br />viously been approved for soliciting within University City. The Acting City <br />Attorney explained that it has to do with the second part of the bill - the <br />permit issued by the St. Louis County Department of Revenue - the exception <br />has to do only with the requirement of a permit issued by St. Louis County and <br />has no relationship to the sixty day part of it. <br />BILL NO. 7169 - A11ENDING CHAPTER 21 11UNICIPAL CODE (SECTION 21-78) RELATING <br />TO SCHOOL AND PLAYGROUND STOPS: <br />A bill was introduced by Couacilman Adams, entitled: <br />"AN ORDINANCE AMENDING CHAPTER 21 OF THE 1UNICIPAL CODE OF THE CITY OF UNIVER- <br />SITY CITY, RELATING TO ROTOR VEHICLES AND TRAFFIC, BY REPEALING SECTIO14 21-78 <br />THEREOF, AS AMENDED BY ORDINANCE 1,10. 4986, EuACTED AUGUST 2, 1976, RELATING TO <br />SCHOOL AND PLAYGROUIM STOPS, AND ENACTING 0 LIEU THEUI OF A 14EW SECTION TO BE <br />KNOTJN AS "SECTION 21-78. SCHOOL AND PLAYGROUND STOPS - DESIGNATED," BY AMND- <br />ING SAID SECTION SO AS TO DELETE SCHOOL AND PLAYGROUND STOPS ON BLACKBERRY <br />AVENUE AT GAY AVENUE, CANTON AVENUE AT LAUGHLIN AVENUE, ON JACKSON AVENUE AT <br />SMFTESBURY AVENUE, O1,: LAUGHLIN AVENUE AT A POINT ONE HUNDRED TWENTY FEET:M21,T11 <br />OF MILAN AVENUE, Oil WAYNE AVE14UE AT 11ENDELL DRIVE; C011TAI1dING A SAVING CLAUSE <br />AND PROVIDING A PENALTY." <br />The bill was assigned number 7169 and given its first reading. <br />Councilman Glickert called attention to a recommendation in the Crawford study <br />to place a stop sign at Canton and Hafner, and she said she doesn't see the <br />logic in doing this. She pointed out that Hafner is a chained street and there <br />is no intersection there; the children come down Laughlin and would cross Canton <br />at Laughlin, not cross over to Hafner. Councilman Lieberman discussed this, and <br />indicated that he agrees with the recommendation, but does not think there <br />_ should be two stop signs thirty feet apart. Councilman Glickert said the <br />point she is making is that Canton at Laughlin is an intersection and would <br />make a valid stop point. <br />Councilman Glickert referring to an amendment to delete an existing school and <br />playground stop sign on Laughlin Avenue at a point 120 feet north of 11ilan <br />Avenue, which is where the school exit gate is located, asked whether the <br />school is going to rearrange that gate to accommodate this proposed stop sign <br />at Noel.
