The <br />City should halt and eventually reverse development of the flood plain. <br />2) The City should investigate the possibility of federal subsidies <br />for the acquisition of flood -prone real estate for open space, which <br />could serve double duty as overflow basins and attractive open space. <br />3) The City should investigate the possibilities of federal subsidies <br />for flood proofing of residential structures within the flood plain. <br />4) "Stop valves" should be installed in houses where prior damage <br />due to sewer backup has occurred. Further, the City should undertake <br />a vigorous public information and education program to advise property <br />owners of methods for controlling backup. <br />5) The City should direct the appropriate agency to make periodic <br />inspections of the creek and to notify MSD of accumulations of debris <br />(which contributes to flooding). The City and the County should issue <br />directives to their operating agencies that the channel must not be <br />used for discarded materials. <br />5) Heman Park should be allowed to remain as a retention area. Flood <br />damage can be eliminated by low-cost measures such as low berms pro- <br />tecting the skating rink, swimming pool, etc. <br />GENERAL RECOMMMATIONS RELATING TO ALL CITY FACILITIES AND PROPERTIES: <br />The Steering Committee voted 11 to 0 to recommend that the City admini- <br />stration and City Council budget adequate funds for the continuing <br />maintenance of all City facilities and properties. <br />Mayor Mooney commented that the Council and the people of University City <br />are really in debt to Mr. Robinson, Mrs. Hughes, and all of the people who <br />worked so long and so hard on this report. This sentiment was echoed by <br />Councilman Lieberman. <br />Councilman Lieberman suggested that a public hearing be scheduled for Janu- <br />ary 8, 19799 at 8:00 P.M., to consider the bond issue report. <br />Mr. Ellman asked Mr. Joseph Mueller, the bond counsel for University City, <br />to explain what the schedule of activities will be up to the bond election <br />on April 3rd. Mr. Mueller said the time schedule is as follows: On or <br />before February 20th, notice must be given to the County Board of Election <br />Commissioners by certified ordinance that University City intends to have <br />a bond election. This means the ordinance must be passed by the Council be- <br />fore that date. The public hearing would be scheduled for January 8th, <br />the proposed ordinance would be introduced at the January 22nd meeting, and <br />passed at the February 5th meeting. <br />Councilman Lieberman moved that Council hold a public hearing on this matter <br />on January 8, 1979, at 8:00 P.M. The motion was seconded by Councilman <br />Adams and carried unanimously. <br />
