Session 1205, Minutes <br />December 18, 1978 <br />Page 12 <br />resurfaced with asphalt overlay, three streets and spot improvements <br />in four subdivisions which are to receive concrete renovation, and <br />one street, Midland (from Delmar to Vernon) which is to be reconstructed. <br />Further, the Steering Committee voted eleven to zero that the City <br />undertake a vigorous public information and education program for the <br />purpose of advising all residents on unimproved streets of the pro- <br />cedures, methods and costs of standardizing their "unimproved streets." <br />PARK nMOVEHENTS RECOMMENDATIONS: <br />The Steering Committee voted eleven to zero to recommend $517,800 for <br />improvements at Heman, Metcalfe and Fogerty Parks. At Heman Park, <br />$375,000 would be spent, $72,800 would be allotted for Metcalfe Park, <br />and $70000 for Fogerty Park. <br />OTHER CAPITAL IMPROVEMENTS RECOMMENDATIONS: <br />The Steering Committee voted eleven to zero to recommend $700,000 to <br />$735,000 be included for replacement of copper roof on City Rall; <br />improvements to exitways, the interior and restoration of the art work <br />within City Hall; roof improvement and exterior weatherproofing on the <br />the old library building; construction of a 2400 square foot service <br />bay extension at the Central Garage; and construction of a weatherproof <br />storage area at the City Garage for storage of seasonal equipment. <br />SEWER AND STORM WATER IMPROVEMENTS RECOMMENDATIONS: <br />The Steering Committee rejected the recommendation of the Storm Water <br />and Sewer Subcommittee for $7,850,000 to construct a concrete box <br />channel along portions of the main stem of the River Des Peres. By a <br />vote of 11 to 1 the Steering Committee adopted, instead, a supplemental <br />subcommittee report calling for further study of the cost-effectiveness <br />of channel improvements before any capital expenditures are undertaken. <br />Specifically, the Steering Committee recommends: <br />A. A study by a competent engineering firm to determine the savings <br />in flood insurance premiums for property owners along the flood plain <br />that would result from channel improvements. <br />B. That further study be made of alternatives to concrete box chan- <br />nelization. These alternatives include: Use of grass -lined chan- <br />nels, overflow areas along those reaches of the stream still undeveloped, <br />gabion walls, and even acquisition and demolition of structures in <br />those locations in the flood plain where the cost of channel improve- <br />ment exceeds the value of property protected. <br />C. That the City prepare in readable form and make public the results <br />of these studies in advance of any related bond issue proposition so <br />that citizens may be made fully aware of the costs and benefits of the <br />proposal. <br />Further recommendations by the subcommittee and adopted by the Steering <br />Committee are as follows: <br />1) In the future, the City should deny all building permits through- <br />out the entire 100 -year flood plain, and also deny any permit for re- <br />
