Session 1205, Minutes <br />December 18, 1978 <br />CITIZENS M ISSUE REPORT <br />Page 11 <br />The City Manager said that a citizens committee of approximately 100 persons <br />was appointed four months ago to review the capital requirements of the City. <br />The citizens were divided into six subcommittees to study certain functional <br />needs. Reports of the subcommittees were submitted to a steering committee <br />consisting of the chairperson and vice -chairperson of each subcommittee. <br />The latter committee prepared a final report for the City Council which was <br />presented by Sylvan Robinson, chairperson and Stella Hughes, vice -chairperson <br />of the citizens committee. <br />Mr. Robinson thanked all of the members of the citizens committee for the <br />enormous amount of time that was spent at meetings and in the compiling of <br />reports for the final report to be presented this evening. He especially <br />thanked the chairmen and vice-chairmen of the six subcommittees and Mrs. Hughes, <br />who worked long and tirelessly. He also thanked Al Goldman and his staff who <br />contributed enormously in helping prepare the report. <br />Mr. Robinson said the 19 -page report consisted of monetary bond issue recom- <br />mendations made in six general areas plus a seventh non -monetary recommenda- <br />tion at the end of the report. The total amount of the bond issue would be <br />$4,717.800. In summary, the reports are as follows: <br />POLICE SERVICE FACILITIES RECOMMENDATION: <br />The Steering Committee voted seven to four, with one abstention, to <br />recommend $1,500,000 for renovation of the present police facility <br />and that portion of the annex presently occupied by the fire service <br />when this latter space becomes available. Further, the Steering Com- <br />mittee voted 11 - 0 with one abstention to recommend that $2,800,000 <br />be included for construction of a new police service facility at a <br />new location, in the event that the City Council does not accept the <br />recommendation for construction of a new fire engine house which will <br />consolidate the deployment of men and equipment now housed at Engine <br />Houses No. 1 and No. 2. <br />FIRE PROTECTION FACILITIES RECOMMENDATIONS: <br />1) The Steering Committee voted 8 - 3, with one abstention, to recom- <br />mend $800,000 for construction of a new engine house which would <br />consolidate the deployment of men and equipment presently housed at <br />the No. 1 and No. Engine Houses. This project includes the construc- <br />tion of a needed training tower which was recommended by the Steering <br />Committee by a vote of 11 - 1. The Committee further reoommended by <br />a vote of 10 - 2 that the new engine house be located so as to pro- <br />vide balanced service to all citizens as far as is practicable. <br />2) The Steering Committee voted 11 to 0, with one abstention, to re- <br />commend $200,000 be included to establish a reserve fund which will <br />provide a basis for a continuing program of annual budgeting for <br />replacement of major vehicular equipment of the fire service. <br />STREET IMPROVEMENTS RECOMMENDATION: <br />The Steering Committee voted seven to three, with one abstention, to <br />recommend $1,000,000 be included for 24 streets which are to be <br />
