Session 1205, Minutes <br />December 18, 1978 Page 10 <br />lighting creating light pollution for those in the immediate area, and he <br />feels a two-family condominium would be a better alternative for that lot. <br />Mitchel Smith, 7489 Stanford, said he lives directly across from the pro- <br />perty in question and is familiar with the disrepair of the present build- <br />ing. He is in favor of something being done but feels that a twelve -family <br />condominium may very well be too large for that particular piece of land. <br />In answer to questions from Councilman Glickert, Mr. Farris said there will <br />be three buildings of four units each, all units having two bedrooms. Con- <br />struction will be brick and frame. Mitchell Wall, the architect, showed <br />drawings of the development to Council. Mr. Farris said the preliminary <br />plans were developed in such a way as to generate a feeling of single-family <br />residential. His firm, he said, is aware of the single-family character- <br />istics of the neighborhood and are trying to stay within that framework. <br />Mr. Farris said, if they project is approved, construction would start in <br />April or May with an expected completion date about six months later. <br />Councilman Adams wanted to know if the project is approved, how soon the <br />present structure would either be boarded up or removed totally, and Mr. Far- <br />ris said by the first of the year - in fact, a demolition contract has <br />already been let, and demolition is scheduled to start December 19th. <br />In response to questions from Councilman Lieberman, Mr. Farris said the <br />property is owned by City Equity, and the selling price for each unit would <br />be in the range of $55,000. The total value would be about $660,000. <br />Councilman Metcalfe said she feels the plans presented by Mr. Farris are <br />quite reasonable for this neighborhood, and she would have no objections to <br />the rezoning if Council could have site plan review for this development. <br />Mr. Farris said his firm would have no objection to this possibility what- <br />soever. <br />1 <br />In response to a question from Councilman Adams, Mr. Farris said the planned <br />density for this project is 14 units per acre, while the allowed multi -family <br />density in University City is 18 or 19 units per acre. In answer to Mr. Nor- <br />kaitis' concern about flooding, Mr. Farris said his firm would be more than <br />happy to enter an understanding that water retention plan approval be granted <br />prior to proceeding with this project. Mr. Farris showed the site plan <br />drawings to Council, and discussed various aspects of the project, trying <br />to address questions which had arisen this evening. <br />In answer to Councilman Glickert's question, Mr. Farris said the lot is <br />154 feet long along Hanley and 225 feet deep. He said there would be park- <br />ing under roof for 16 cars, and surface parking for 10 cars. He said the <br />fronts of the buildings would be brick and there would be a fireplace in <br />each unit. <br />Robert L. Baker, 7533 Stanford, said he was speaking for himself and two <br />neighbors who live adjacent to this proposed development. He said all <br />strongly object to the spot zoning of this property, and feel it should-.. <br />remain single-family. <br />
