Session 1205, Minutes <br />December 18, 1978 Page 9 <br />Councilman Glickert noted that the vote of the Plan Commission to consider <br />this proposal was 4 to 2, and asked what the objections were from those <br />who voted negatively. Mr. Goldman said those two saw this proposal as <br />another set of controls which they did not favor. <br />Councilman Kelley said he felt the Council should give some serious thought <br />to some of the points Mr. Magidson raised. <br />PUBLIC HEARING ON ZONING DISTRICT CHANGE <br />The City Council has scheduled a public hearing at 9:00 P.M. this evening <br />to consider a request for a zoning district change by the City Equity Corpo- <br />ration from "SR1' Single Family Residential to Il " Medium Density Residential <br />at 801 North Hanley Road. <br />Mayor Mooney asked Mr. Patrick Farris, 5839 Neosho, the developer, to give <br />Council a brief resume of the development he is proposing to build at 801 No. <br />Hanley Road. He said the property is 9/10 of an acre, currently zoned single- <br />family along with only two other properties on Hanley north of Delmar, and <br />the existing building on that land is in disrepair. His company is propos- <br />ing a condominium development consisting of twelve units. <br />Sandra Gussner, 7609 Cornell, representing Gannondale Neighborhood Associ- <br />ation, spoke in favor of the development, since she feels it will add to <br />the neighborhood and also increase tax revenues in the City. <br />Patricia Adams, 7616 Cornell, also a member of Gannondale Neighborhood <br />Association, said she thought the development would be a good addition to <br />the neighborhood and is in favor of the rezoning. She also mentioned the <br />fact that tax revenue would be generated from this project. <br />Joseph J. Gallo, 7440 Gannon, spoke as one in the field of urban planning, <br />and also as a nearby resident. He said he favors passage of the zoning <br />change with a qualified endorsement. He said there should be some provision <br />in the zoning ordinance for a planned residential district. He said there <br />should be site plan review for this project on the staff level and not on <br />the Council level. In fact, there should be site plan review for all new <br />building except single-family, since the design of a development is as <br />important as the zoning change. <br />Neil Norkaitis, 1084 Wilson, president of Wilson -Shaftesbury Neighborhood <br />Association, said his organization is opposed to this development, not because <br />it is a poor development, but because it will contribute to faster runoff <br />into River Des Peres by adding more concrete and roof area to this section <br />of University City. His group will be opposed to any development in the area <br />until something is done to make River Des Peres more capable of handling the <br />runoff in its drainage area. Mr. Norkaitist personal opinion of this project <br />is that it is a flagrant example of spot zoning. <br />Davis Resler, 7548 Stanford, had some objections to the proposed rezoning. <br />He is concerned about the extra traffic that this development will generate, <br />he also feels this is spot zoning, he is concerned that this might <br />affect home values in the neighborhood, he thinks there may be excessive <br />
