Mr. Garamella said he had talked <br />to Mr. John Hamner, Deputy Building Commissioner of University City, who was <br />to talk to the owner. <br />Councilman Metcalfe said she was concerned about the trash containers, which <br />seemed to be overflowing a great deal of the time. Mr. Garamella said the <br />owner of the building had a private contract for trash pickup, and the trash <br />is picked up twice a week but the volume is so great that something more needs <br />to be done. Councilman Metcalfe asked that the appropriate person in the <br />administration pursue this matter so that it can be corrected. <br />Councilman Sabol moved that the liquor license be granted to Santoro's. The <br />motion was seconded by Councilman Lieberman and passed unanimously. <br />REVIEW OF SITE PLAN APPLICATION AT OLIVE AND FERGUSON <br />The University City Senior Service Board has filed an application for a Site <br />Plan Review in connection with a proposal to construct an apartment building <br />for the elderly at the northwest corner of Olive and Ferguson. The applicant <br />proposes to build an 11 story, 150 unit structure with various service <br />facilities and meeting areas on the first floor. <br />The Director of Planning, Mr. Al Goldman, has coordinated an analysis and <br />administrative review of the application in accordance with the Zoning Code, <br />and recommends that the Site Plan application be approved with a number of <br />conditions attached. <br />Mayor Mooney asked Mr. Sidney Schneider, President of the Senior Service Board, <br />to come forward to answer questions and comment on this matter. <br />Mr. Schneider reviewed the history of the Senior Service Board in University <br />City, and related how important he feels it is to provide housing at a <br />reasonable cost to our senior citizens. <br />Councilman Lieberman asked Mr. Schneider who is the sponsor of this project <br />and under what form the funding would be derived. Mr. Schneider said the <br />Senior Service Board is the sponsor and the funding would come from HUD under <br />202/8, which is Section Eight (subsidized housing for the elderly). In <br />response to another question from Mr. Lieberman, Mr. Schneider said applicants <br />may be restricted on the basis of age and income. Councilman Lieberman said <br />that public has the right to as much information as possible on this project, <br />especially since it is located on one of the major thoroughfares in Univer- <br />sity City. <br />Councilman Metcalfe said she had several concerns about this project. One <br />concern is that people who would move into this housing are those who are <br />already residing in University City. The other concern she has is about <br />financing. The other housing for the elderly in University City is sponsored <br />by organizations which have a sound financial structure, and the Senior Ser- <br />vice Board would need to have some sort of backup sponsor, which she expects <br />would be the City of University City and she wants more information on this <br />aspect.
