Mr. Thomas said <br />Council would receive copies of a new management agreement which HUD has <br />just devised which applies to Section 202 housing. <br />Councilman Metcalfe said she would like to see a copy of the agreement that <br />would exist between the Senior Service Board and HUD, especially with regard <br />to who would be taking on legal responsibility for this project. Mr. Thomas <br />said he would see that Councilman Metcalfe would get sample copies of any <br />agreements which would be used in this matter. <br />In answer to a question from Councilman Glickert, Mr. Thomas said he was <br />president of W. A. Thomas and Co., a consulting firm, and was not now working <br />for HUD. but he had been their employee from 1963 to 1970. <br />Irvin Rudman, 8655 Barby Lane, addressed Council on this issue. Mr. Rudman <br />urged Council to reject this application. He feels that there is no need <br />for this type of project. He said there must be a limit to civic service - <br />that our ambulance calls went from 507 to 639 in one year and that we now <br />have 307. of the senior citizen population of the County whereas three years <br />ago it was 197.. <br />Councilman Sabol moved that a public hearing be set for January 8 at 9:00 P.M. <br />Councilman Adams seconded the motion and it carried unanimously. <br />PUBLIC HEARING FOR AMENDMENT TO THE ZONING CODE - HISTORICAL PRESERVATION <br />The City Council has scheduled a public hearing at 8:00 P.M. this evening to <br />consider a draft ordinance presented by the Historic . Preservation Committee <br />which has to do with restriction on land abutting the Historical District <br />and on the composition of commission members. <br />Michael Weinberg, 6355 Washington, and John Lindenbusch, 7044 Waterman, mem- <br />bers of the Historic Preservation Committee, came forward to answer questions <br />on this matter. <br />Councilman Glickert asked how the Historic Preservation Committee came into <br />being and who its members are. Mr. Weinberg said it was established by the <br />Council, and its ma bens are Mrs. Tirzah Berthoff, Andrew Van leer Tuin, <br />Mrs. Richard Sutter, Virginia Stith, Lois Kohlenberger, Joyce Banaszek, Doro- <br />thy Birk, in addition to Mr. Weinberg and Fir. Lindenbusch. <br />Councilman Lieberman asked Mr. Weinberg to review the features of the ordi- <br />nance about which the Planning Commission had reservations. The first had <br />to do with composition of the Commission, which, in the proposed ordinance, <br />calls for 3 architects, 1 historian, 1 attorney and 2 others. Two members <br />must be residents of an historical district. The Plan Commission expressed <br />reservations about this commission being composed of relatively expert members, <br />rather than more broadly representative. The second reservation has to do <br />throughout the ordinance with extension of building permit controls and other <br />kinds of controls to land abutting the boundary lines of historic features <br />or historic districts. The Plan Commission thought these kinds of controls <br />might have serious adverse effect on development, and might best be handled <br />by other means. <br />
