Session 1265, Minutes <br />December 22, 1980 <br />returned to have all its meetings during the <br />day find it difficult to attend. Mr. Sabol <br />ter be sent to the County Council concerning <br />Page 12 <br />day so that those who work during the <br />asked that a more strongly worded let - <br />the crows. <br />Mr. Sabol said he wasn't totally satisfied with the leaf pickup. Mr. 011endorff <br />said the leaf pickup greatly exceeded most expectations, including his own. He <br />said every street in the community was visited twice, and all collections were made <br />in the week scheduled. Mr. Sabol said many people had swept leaves into the <br />streets after the leaf pickup equipment had already passed, in violation of City <br />ordinance, and that the citizens should be educated that this was not to be done. <br />Mr. Sabol said several municipalities had already passed ordinances concerned with <br />handicapped parking, and felt University City should have such an ordinance. Mr. <br />011endorff said several councilmembers had requested such a bill and the city at- <br />torney is working on it presently. It will be introduced atone of the January <br />meetings. <br />Mr. Sabol wished everyone a happy and healthy holiday season. Mayor Mooney and <br />other councilmembers concurred. <br />Mrs. Metcalfe said she had one last item, pertinent to the St. Louis County Coun- <br />cil and to cable television. She said she was incensed that the County Council <br />has granted a cable television franchise to a company whose major local stockhold- <br />er owned a great deal of comme-rcial and non-commercial property in University City, <br />and who has caused the City to go to court because he has not reinvested in his <br />property and kept it up to code. She felt the City should communicate with County <br />Executive McNary, who apparently is considering a veto, and with University City's <br />representative on the Council to let both of them know how the Council feels about <br />this. She felt the awarding of the franchise was an affront to University City. <br />Mr. 011endorff said there were many outstanding violations against corporations in <br />which this individual is an officer. <br />ADJOURNMENT <br />Mr. Sabol moved that the meeting be adjourned. Mrs. Metcalfe seconded the motion, <br />which passed unanimously. Mayor Mooney adjourned the meeting at 10:01 P.M. <br />& 4,L4__ <br />J• <br />Dolores A.'Miller <br />City Clerk <br />
