PARKING PROHIBITED IN SPECIFIED PLACES, <br />EXCEPTIONS,' RELATING TO THE SAME SUBJECT AND PROHIBITING PARKING IN A DESIGNATED <br />AREA NO GREATER THAN FIFTY (50) FEET IN ADVANCE OF ANy MARKED AND SIGNED PEDESTRIAN <br />CROSSWALK; CONTAINING A SAVINGS CLAUSE AND PROVIDING A PENALTY." <br />The bill was assigned No. 7470 and given its first reading. <br />MISCELLANEOUS <br />Mr. Lieberman said that University Heights had recently celebrated the winter sol- <br />stice by holding its first annual Luminaria, which he believes is the first such <br />instance of this type of celebration in University City. He said it was quite beau- <br />tiful. <br />Mayor Mooney noted that the first event held to celebrate the 75th anniversary year <br />for University City would be on January 1, 1981, at 12:00 noon, when all the churches <br />in the entire city will ring their church bells to commemorate the beginning of the <br />City's Diamond Jubilee. In addition, the searchlight atop City Hall will shine at <br />midnight. <br />Mr. Adams noted that a letter had been received from Mr. Paul Schoomer, Chairman of <br />the Plan Commission, concerning a paper alley at the western end of the 8500 block <br />between Elmore Avenue and Olive Street. The Commission had voted five to one to va- <br />cate this alley to abutting property owners, at their request. Mayor Mooney noted <br />that there had been a controversy concerning this alley about a year ago, and felt <br />that should be looked into before any further steps -are taken. <br />Mr. Sidney Schneider, 8531 Olive, said that all persons abutting the alley had <br />signed a petition asking that the alley be vacated, and that a public hearing had <br />already been held. He said the land was now unproductive and could be productive, <br />and that all the people involved in this were in favor of the vacation. <br />Mayor Mooney again asked that the Council be refreshed as to what took place when <br />this matter came before the Council previously, and said if there are no legal pro- <br />hibitions, then a bill accomplishing the vacation may be prepared. <br />Mr. Sabol congratulated Mrs. Thompson on her recent appointment to the Women in Mu- <br />nicipal Government committee of the National League of Cities during its recent <br />meetings in Atlanta, Georgia. <br />Mr. Sabol said he was still getting complaints about crows in University City. <br />Mr. 011endorff said the noise cannon was still being used in various parts of the <br />City and that he would get a further report to Mr. Sabot, but it has been reported <br />that there are fewer crows now than in recent years because of the City's harass- <br />ment of them. Mr. Lieberman asked Mr. Sabol if he would make a formal request of <br />the St. Louis County Council that the birds be defoliated while they are feeding <br />out at the county dump, so they will not return to urban areas to roost at night. <br />He said the Council has refused to do this on the basis that the birds are not dis- <br />turbing anyone when they are at the dump. He asked Mr. Sabol to go with him to the <br />County Council meeting to report on this, but Mr. Sabol said his work schedule pre- <br />cludes his doing that. Mr. Lieberman noted that the County Council has recently <br />
