Session 1265, Minutes Page 10
December 22, 1980
Council must be satisfied that everything it wants is in the bill. He said he hoped
the bill could be passed at the January 5, 1981 meeting.
'Mr. Kaufman commented that proposed changes must be considered at meetings between.
the City and Continental, and that a number of people involved will be out of town
for varying periods between now and the next Council meeting. He also noted that
if the Council does not pass the bill until many other communities have passed their
cable television bills, Continental will have to follow other companies in its appli-
cation to Union Electric and Bell Telephone Company for pole use, etc. He said he
had hoped the bill could be passed at this meeting.
Mr. 011endorff said if changes are to be made_, that they be submitted to him so he
can negotiate with the company, as he was directed to do by the Council some time
ago. He said he has not yet heard anything which requires any renegotiating. He
felt the Council should get on with the discussion of whether or not this bill is
what it wants.
Mrs. Metcalfe disagreed, feeling that some councilmembers were not receptive to
..consideration of proposed changes at this time, and it would-be counterproductive
to consider them at this point. Mayor Mooney concurred.
Mr. Kay said he would appreciate the Council's changing the directions given the
City Manager. He felt the remarks of Council should be directed to those negoti-
ating with Continental, and said he did not feel comfortable with the company re-
ceiving information from the Council without the negotiators knowing it.
BILL NO. 7469 - AUTHORIZING THE CITY MANAGER TO CONVEY AND GRANT TO THE METROPOLI-
TAN ST. LOUIS SEWER DISTRICT TWO PERMANENT SEWER EASEMENTS FOR RIVER DES PERES CHAN-
NEL IMPROVEMENTS, VERNON AVENUE --PENNSYLVANIA AVENUE, FOR THE CONSIDERATION OF ONE
DOLLAR ($1.00) EACH; AND DIRECTING THE CITY CLERK TO ATTACH THE SEAL OF THE CITY
THERETO.
Bill No. 7469 was given its second reading.
Bill No. 7469 was given its third reading.
Mr. Adams moved that this bill be adopted as an ordinance. Mr. Sabol seconded the
motion. Upon roll call, the following vote was recorded: AYES: Councilmembers
Sabol, Thompson, Lieberman, Adams, Metcalfe, Kelley, and Mayor Mooney. NAYS: None.
Bill No. 7469 became Ordinance No. 5271.
BILL FOR INTRODUCTION
BILL NO. 7470 - AMENDING CHAPTER 21 MUNICIPAL CODE RELATING TO MOTOR VEHICLES AND
TRAFFIC, BY REPEALING SECTION 21=119 THEREOF, AND ENACTING IN LIEU THEREOF A NEW
SECTION TO BE KNOWN AS "SECTION 21-119. PARKING PROHIBITED IN SPECIFIED PLACES,
EXCEPTIONS," RELATING TO THE SAME SUBJECT AND PROHIBITING PARKING IN A DESIGNATED
AREA NO GREATER THAN FIFTY (50) FEET IN ADVANCE OF ANY MARKED AND SIGNED PEDESTRIAN
r+Dl1C CT.TAT V
A bill was introduced by Councilmember Adams, entitled:
"AN ORDINANCE AMENDING CHAPTER 21 OF THE MUNICIPAL CODE OF THE CITY OF UNIVERSITY
CITY, RELATING TO MOTOR VEHICLES AND TRAFFIC, BY REPEALING SECTION 21-119 RELATING
