Mr. 011endorff said he <br />Mrs. Thompson. <br />LAND CLEARANCE FOR REDEVELOPMENT AUTHOR.LTY. RET.NVESTMENT.PROGRAM <br />The City Manager said the LCRA has reported to the Council its plans to continue <br />providing incentives to development -of land in which they are.concerned. There <br />are three specific matters to be discussed for Council's decision. <br />The first is tax abatement, subject to development of specific standards. If <br />proper standards are set up, and applicants meet those standards, it is recom- <br />mended that Council approve tax abatement. <br />The second matter asks for reaffirmation of the condemnation authority of the <br />LCRA. State law provides for this, but it should be reconfirmed and clarified. <br />The City Manager recommended approval of the two resolutions covering these sub- <br />jects. A further recommendation is that a maximum of $6000 (50% of the total re- <br />quired) be allotted to the development of specifications and standards. <br />Councilmember Adams spoke in favor of approval, feeling that this will help im- <br />prove housing stock in the eastern end of the City, specifically in the loop. It <br />also might serve to prod landlords to start upgrading their buildings. Council - <br />member Adams moved approval .of three of the recommendations. Councilmember Met- <br />calfe seconded the motion. <br />Councilmember Sabol asked some questions, which were answered by Mr. 011endorff <br />and Mayor Mooney. Briefly,.it was ascertained that developers.coming into the <br />loop area would have to adhere to the guidelines established by the LCRA. <br />Mrs. Elsie Glickert, 6712 Etzel, asked.to .address the Council. She approved giv- <br />ing consideration to the proposal -to allot $6000.to.LCRA for.the.purpose described <br />above. As to tax abatement .and condemnation authority, she said she would not <br />like to see this .tied into Section 8 housing, since she felt some landlords might <br />seek to take advantage. She felt the,City should rely on the private marketplace. <br />Mrs. Glickert had several. other..topics she -wished to discuss. One .had to.do with <br />housekeeping,_particularly .in the loop area....She felt.that trash collection_prac- <br />tices should be improved, that p.olycarts_should.be retu.rned..to...their proper places, <br />and that trash containers -,should. -be -kept -in good. regair_by_.city..forces. She said <br />upgrading housing will do.no good.if.housekeeping practi.ces..are poor. Another <br />concern is for added.parking_.space,.particularly on or near Delmar, to accommo- <br />date parking for several new restaurants. She said the LCRA has several lots <br />which she thought might be converted_to parking.,and...suggested that this be re- <br />ferred to the.LCRA_for-their consideration. <br />The Council voted unanimously in favor of Mr. Adams' motion. <br />PERSONNEL REPORT <br />The -Personnel -report for the week ending -April -12, 1980, was received and ordered <br />filed. <br />
