Mr. 011endorff said he Mrs. Thompson. LAND CLEARANCE FOR REDEVELOPMENT AUTHOR.LTY. RET.NVESTMENT.PROGRAM The City Manager said the LCRA has reported to the Council its plans to continue providing incentives to development -of land in which they are.concerned. There are three specific matters to be discussed for Council's decision. The first is tax abatement, subject to development of specific standards. If proper standards are set up, and applicants meet those standards, it is recom- mended that Council approve tax abatement. The second matter asks for reaffirmation of the condemnation authority of the LCRA. State law provides for this, but it should be reconfirmed and clarified. The City Manager recommended approval of the two resolutions covering these sub- jects. A further recommendation is that a maximum of $6000 (50% of the total re- quired) be allotted to the development of specifications and standards. Councilmember Adams spoke in favor of approval, feeling that this will help im- prove housing stock in the eastern end of the City, specifically in the loop. It also might serve to prod landlords to start upgrading their buildings. Council - member Adams moved approval .of three of the recommendations. Councilmember Met- calfe seconded the motion. Councilmember Sabol asked some questions, which were answered by Mr. 011endorff and Mayor Mooney. Briefly,.it was ascertained that developers.coming into the loop area would have to adhere to the guidelines established by the LCRA. Mrs. Elsie Glickert, 6712 Etzel, asked.to .address the Council. She approved giv- ing consideration to the proposal -to allot $6000.to.LCRA for.the.purpose described above. As to tax abatement .and condemnation authority, she said she would not like to see this .tied into Section 8 housing, since she felt some landlords might seek to take advantage. She felt the,City should rely on the private marketplace. Mrs. Glickert had several. other..topics she -wished to discuss. One .had to.do with housekeeping,_particularly .in the loop area....She felt.that trash collection_prac- tices should be improved, that p.olycarts_should.be retu.rned..to...their proper places, and that trash containers -,should. -be -kept -in good. regair_by_.city..forces. She said upgrading housing will do.no good.if.housekeeping practi.ces..are poor. Another concern is for added.parking_.space,.particularly on or near Delmar, to accommo- date parking for several new restaurants. She said the LCRA has several lots which she thought might be converted_to parking.,and...suggested that this be re- ferred to the.LCRA_for-their consideration. The Council voted unanimously in favor of Mr. Adams' motion. PERSONNEL REPORT The -Personnel -report for the week ending -April -12, 1980, was received and ordered filed.
