It is recommended that Mr. Robert Carter, Communications and Safety Officer, <br />be so authorized to replace Ron Bryan., the former agent, who has left City employ. <br />The City has already received full payment of $24,627 on its claim from the Fed- <br />eral Disaster Assistance Administration. Closing. -documents must be submitted over <br />the signature of a designated local agent. <br />A copy of the resolution designating Mr. Carter as agent is attached hereto. <br />Councilmember.Adams-mooed-apgroual. Councilmember Sabol seconded the motion, <br />which carried unanimously. <br />RESOLUTION - HELICOPTER LANDING PERMISSION. <br />The City Manager recommended approval of a resolution authorizing Mr. Bill Medsker <br />to land a helicopter on the grounds of St. Joseph Institute for the Deaf in Uni- <br />versity City. Such approval would be subject to Federal Aviation Authority rules <br />and regulations established to ensure safety to all parties. All concerned agree <br />that this would be a good educational experience for the children at the Institute <br />and appears to present no particular risk to the City since the pilot and aircraft <br />meet all requirements_ of Federal authorities. <br />Councilmember.Lieberman moved -approval of <br />Institute for the Deaf is one of the most <br />the world. Councilmember Sabol seconded <br />the resolution, noting that St. Joseph's <br />outstanding institutions of its type in <br />the motion, which passed unanimously. <br />COMMUNITY.DEVELOPMENT.BLOCK GRANT REHABILITATION LOANS <br />The City Manager said he agreed with the staff recommendation to increase the maxi- <br />mum loan for home rehabilitation from.$3,500 to $5.,0.00,_as the present loan limits <br />are unrealistic in light_.of current building costs. Also included is an increase <br />in the income limits for eligibility to a level conforming to other federal programs. <br />Councilmember Adams moved approval. Councilmember Sabol seconded the motion, <br />whichpassed unanimously. <br />Councilmember Lieberman.commented that .the rehabilitation loan program has been <br />unique to University City until a short time ago, and has been responsible in <br />part for a.definite upgrading of housing_in University City and a tremendous in- <br />crease in housing values here. He also agreed that it is important that there be <br />an increase in the upper income limits eligibility. The table below provides the <br />new figures.
