Session 1242, Minutes Page 9 <br />April 14, 1980 .. <br />Councilmember Thompson wanted to know why some streets were to be concrete and <br />some were to be done in asphalt overlay, when concrete lasted so much longer than <br />asphalt. Mr. Dieckgraefe said asphalt overlay.is.done on asphalt streets, and on <br />some concrete streets where.the. concrete has deteriorated.to a point where it would <br />not be economical -to repl.ace.iso.late.d..sections..and where more comprehensive treat- <br />ment is required. A point is.reached,.where itis not feasible to try to patch <br />concrete streets. Mrs. Thompson thought perhaps all streets should be done in <br />concrete, since it is more durable. Mr. 011endorff said the asphalt is much less <br />expensive, and can last a long :time with proper maintenance, and the only time <br />concrete is used is where there are special circumstances, such as a steep hill. <br />CONSIDERATION OF REQUEST: BY FRIENDS_OF THE RETARDED, INC., TO SOLICIT <br />The City Manager said the City received a request from the Friends of the Retard- <br />ed,'an auxiliary of the Sr_ Louis Association for Retarded Children, to conduct a <br />three day tag day in University City to help support their charitable and commun- <br />ity education efforts. Volunteers will be soliciting with canisters in front of <br />-commercial establishments, after having first secured their permission, on May 30, <br />31, and June 1, 1980. <br />Councilmember Sabol moved approval. Councilmember Thompson seconded the motion, <br />�.. which carried unanimously. <br />REQUEST FOR...CHARITABLE.SOLICITATION PERMIT BY -GREATER ST. LOUIS BOOK FAIR <br />The City Manager said the Greater St. Louis Book Fair is requesting a charitable <br />solicitation permit to hold a..book sale on the Famous -Barr parking lot. In the <br />past, the Book Fair has been greatly assisted by Famous -Barr in the use of its <br />facilities and trucks. All proceeds from the sale go to the Nursery Foundation <br />of St. Louis, which provides day care service for needy children of underpriv- <br />ileged families. The permit is reques.t.ed.for the period beginning April 22 and <br />ending on April 26, 1980. <br />Ms Helen Weiss, 370 Alta Dena -Court, Director of Special Events for Famous -Barr, <br />was present to answer questions.. Counci.lmember.Lieberman said there had been <br />complaints from the neighharhood in..the past.about-traffic control and litter <br />cleanup. Ms Weiss said she was not aware that,ther-,had.._been a problem in the <br />past, and_that..it would policed more thoroughly..this year, and in the future. <br />Councilmember Metcalfe said there had been spillover parking in.the neighborhood, <br />but the neighbors donotseem to mind for this very short -period when the Book <br />Fair is in operation. She suggested that extra trash containers (which Famous - <br />Barr would be responsible for ..emptying) .b.e...set..out, and. Ms Weiss.agreed this <br />would be. a good idea. ,. <br />Councilmember Sabol moved approval, with Councilmember -Thompson seconding the mo- <br />tion. AL1. voted Aye.._ Councilmemhex.,Kelley_ said -.-the. Boak,.Fair was one of the <br />great things about living in University City. <br />RESOLUTION - DESIGNATION_OE__LOCAL_ AGENT.. ON .FLOOD.. CLAIM <br />The -.City -Manager said the Missouri Disaster- Planning and Operations Office has <br />requested that University City designate a new.local--agent-for-the purpose of <br />closing out a claim the City made as a -consequence of the flood of April 11, <br />
