<br />Mrs. Elsie Glickert, 6712 Etzel, asked to -address the Council. Mrs. Glickert said
<br />the area under discussion was an enclosure over the River Des Peres, and she wanted
<br />to know why this beam is faulty, and if it is to be expected that more beams will
<br />have to be replaced. Mr. Al Dieckgraefe, Director.of Public Works, was asked to
<br />comment. Mr. Dieckgraefe said the beam that needs replacing was part of the orig-
<br />inal walkway, and was left intact when River Des.Peres was covered with precast
<br />concrete in 1966. The beam has been exposed to very humid.conditions and has
<br />rusted. It has been repaired a._number af..times,.and it was felt to let it remain
<br />there longer would be a hazard. The replacement beam will last 30 to 40 years,
<br />and will be concrete, which will.not rust. Councilmember Sabol moved approval,
<br />with Councilmember Kelley seconding .the motion.
<br />Councilmember Lieberman expressed some concern that this beam needs replacing now,
<br />since it was thought in 1966 that it would be adequate and last as long as the
<br />project .(enclosing the River Des Peres channel at that location) would. He asked
<br />that the city staff evaluate the civil engineering criteria that went into this
<br />structure, and determine what kind of fault there may have been, and to try to
<br />take some kind of corrective action for the future. Mr. 011endorff said he would
<br />see that Mr. Lieberman gets a report. .
<br />.Councilinember Adams said a contributing -factor to this deterioration might have
<br />been the''heavy winter use of salt on roads and bridges in recent years. Mrs.
<br />Glickert said there has been a very severe drainage problem at this intersection,
<br />and said she hoped that this could be corrected while the area is under construc-
<br />tion.
<br />Councilmember Sabol,amended his motion to include the necessary transfer of funds,
<br />and all voted Aye.

<br />The City Manager said bid proposals were received by the City for Project No. 710 -
<br />removing and replacing cracked or spalled areas of concrete pavement and repair of
<br />curbs and/or gutters at various locations within the City, as follows:
