He also <br />said he thought there would be people in.the community who might help in this en- <br />deavor (some have already expressed an interest in aiding the City), He said ex- <br />amples from other cities would also be useful. He suggested that he and the staff <br />be allowed to write the ordinance and if it was felt that additional help was need- <br />ed, he would convey that to the Council. Councilman.Kelley withdrew his second. <br />Councilman Metcalfe said she felt it wasn't necessary to vote on hiring a consult- <br />ant this evening, preferring to rely on the city manager's advice at this time, <br />although she felt this option should be kept and used in the future, if necessary. <br />Councilman Adams' motion died for lack of a second. <br />Councilman Metcalfe said she realized it was important to make a decision as to <br />the granting of a franchise, but was concerned about the elimination of Warner as <br />a finalist, and moved that Warner be reinstated as a company to be considered. <br />Councilman Kelley seconded the motion, and noted that in the rating done by the <br />consultant for the West County consortium, Warner had rated rather high. Upon <br />roll call, the following ,vote was recorded: AYES: Councilmen Adams, Metcalfe and <br />Kelley. NAYS: Councilmen Sabol, Glickert, Lieberman and Mayor Mooney. The mo- <br />tion was defeated by a vote of four to three. <br />Councilman Kelley moved approval of American as the company to which a cable tele - <br />'vision --franchise is to be awarded, assuming that all other things are worked out <br />under the resolution. Councilman Metcalfe seconded the motion, and -said she wished <br />to comment on this decision. She felt Telcom should be ranked fourth, because they <br />do not offer Home Box Office (which is very popular); Continental should be ranked <br />third, because of their size and future in the area of research and development, the <br />unexplicitness of the home security factors and.the overabundance of religious pro- <br />gramming;.Gateway, which she felt was almost on a par with American and which con- <br />ducted itself very impressively, was second; and American was first, having shown <br />a very.thorough investigation of the community, particularly with respect to local <br />production, and the features of TAC, Tocom security, Reuters, local educational ac- <br />cess plus the higher educational access, and local origination. Councilman Kelley <br />said he.felt.the.critical,factor was the emphasis by.American on local programming <br />and local.access, and.this.view is suppoxted by Mr. Ja.ckoway, Coordinator of Media <br />Services for University City .schools. Mr.. Kelley felt that Gateway's total finan- <br />cing of the system out of equity would build into the rate base future cost disad- <br />vantages _fox University City.subscribers... Councilman. -Kelley said..he.would have <br />preferredto have extra time and -expert evaluation.to help.in the decision process. <br />Mayor_ Mooney spoke against., the .motian., feeling that Con.ti..nental ar Telcom would be <br />better, since -theyalready...ha.d....franchises in .the_St._.Louis area. <br />Upon roll call, the following vote was recorded: AYES: Councilmen Metcalfe and <br />Kelley. NAYS: Councilmen.Sabol,__Glickert, Lieberman, Adams and Mayor Mooney. <br />The motion was defeated by.a vote.of..five to two. . <br />Councilman.Lieberman:moved.that...the resolution awarding.the.fraachise adopt the <br />name- of.. Continental for further nego.ti.ation. Councilman Glickert seconded the mo- <br />tion. Upon roll call, the following vote was recorded: AYES: Councilmen Sabol, <br />Glickert, Lieberman, Adams and Mayor Mooney. NAYS: Councilmen Kelley and Metcalfe. <br />The motion carried by a vote of five to two. <br />
