Session 1239, Minutes <br />March 10, 1980 <br />Page 13 <br />meetings, and the LCRA decided they did not want to rededicate the street to the <br />City. Mrs. Glickert said it has been t-raditional that public hearings are held <br />when the vacation of a street is at issue. <br />Mayor Mooney asked Mr. Kay, the City Attorney, to research this matter and report <br />back to the.Council the proper procedure in this case. Councilman Glickert said <br />he had already done that, and there were two ways for return of the street --con- <br />demnation proceedings, and voluntary return of the street by LCRA to the City. <br />She felt the Council should ask them .to do the latter. If the LCRA wants the. <br />street, it can then go through. the proper procedures to get it back. <br />Mayor Mooney volunteered to get in touch with LCRA and ask them to return the <br />street to the City. Councilmen Adams and Lieberman objected, noting that they <br />had voted in favor of referring this to LCRA last fall in order for them to de- <br />termine if they wanted to rededicate it to the City. When they decided not to, <br />based on their estimate that the tract of land including this street would be <br />much more marketable with it, Councilmen Adams and Lieberman accepted that <br />reasoning. <br />Councilman Metcalfe said there was no reason why the City could not rededicate <br />that portion of Eastgate to LCRA if an apartment complex were imminent. She said <br />by retaining the street, it gives the Council more power over determining what <br />kind of facility will be at that location. She said she trusts the LCRA and feels <br />there are extremely capable and high-quality citizens on it, but also feels the <br />Council should have control of the street. <br />Councilman Lieberman said he felt the Council has already done what it is now be- <br />ing asked to do, and that the Council cannot tell Land Cle',Ttance that they must <br />return.the.street. Several councilmen said it was a gb8stion of asking rather <br />than demanding. <br />Mayor Mooney said since Councilmen Metcalfe, Kelley and Sabol agreed with Coun- <br />cilman Gla.ckert, .as. he..did, he ,would approach. the LCRA with the request that they <br />consider rededicating the street back to the City. <br />COMMENTS FROM CHIEF_MARKGRAF RE.BARRICADE AT GROBY ROAD <br />Fire Chief Markgraf said he had not been -present ea'rlier.when the matter of the <br />barricade. at Groby Road was being discussed, but he wanted to go on record as <br />stating that the Fire Department is unalterably apposed to any kind of chains, <br />barricades or any impediment which will slow down emergency vehicles. <br />MISCELLANEOUS <br />Councilman Lieberman asked how the recently -passed St. Louis County ordinance on <br />electrical and plumbing inspections will affect University City, since the City <br />uses the County electrical inspection service. He was referred to Mr. Goldman, <br />who -will furnish the answer to him..in the near. future.. <br />Councilman Lieberman said he had been incorrect when he made the statement at <br />- the last Council meeting that the legislators representing University City know <br />how the Council feels about impending legislation.
