TRAFFIC VIOLATIONS BUREAU," CHANGING THE TRAFFIC VIOLA- <br />TIONS CLERK FROM THE DIRECTOR OF.LAW TO THE DIRECTOR OF FINANCE. <br />A bill was introduced by Councilman Sabol, entitled: <br />"AN ORDINANCE AMENDING CHAPTER 8 OF THE MUNICIPAL CGDE OF THE CITY OF, UNIVERSITY <br />CITY, RELATING TO MUNICIPAL- COURT, BY REPEALING SECTION 8-1.1 THEREOF, AS AMENDED <br />BY ORDINANCE N0, 5129, ENACTED DECEMBER 18, 1978, RE_ATING TO THE TRAFFIC VIOLA- <br />TIONS BUREAU, AND ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS 'SECTION <br />8-11. TRAFFIC VIOLATIONS BUREAU,' CHANGING THE TRAFFIC VIOLATIONS CLERK FROM THE <br />DIRECTOR OF LAW TO THE DIRECTOR OF FINANCE, CONTAINING A SAVING CLAUSE AND PROVID- <br />ING A PENALTY." <br />The bill was assigned No. 7403 and given its first reading. <br />BILL NO. 7404 - AU'THORIZING THE CITY MANAGER TO CONVEY TO ST. LOUIS COUNTY, MIS- <br />SOURI, A PERMANENT 'TRAFFIC SIGNAL EASEMENT FOR NORTH AND SOUTH ROAD FOR THE CON- <br />SIDERATION OF ONE DOLLAR ($1.00}. <br />A bill was introduced by Councilman Adams, entitled: <br />"AN ORDINANCE AUTHORIZING THE CITY MANAGER TO CONVEY AND GRANT TO ST. LOUIS COUNTY, <br />MISSOURI, A PERMANENT TRAFFIC SIGNAL EASEMENT FOR NORTH AND SOUTH ROAD FOR THE CON- <br />SIDERATION OF ONE DOLLAR ($1.00); AND DIRECTING THE CITY CLERK TO ATTACH THE SEAL <br />OF THE CITY THERETO." <br />The bill was assigned No, 7404 and given its first reading. <br />RETURN OF -PORTION OF EASTGATE AVENUE TO THE LAND CLEARANCE FOR REDEVELOPMENT <br />AUTHORITY <br />Councilman Glickert said some time ago she had asked for a review of the matter of <br />a request by the Council that the Land Clearance for Redevelopment Authority re- <br />turn the portion of Eastgate Avenue to the City which hadbeen dedicated to them. <br />The land was vacated originally so it could be used for an apartment project which <br />did not materialize.. Mrs. Glickert thought the Council should take some action to <br />have that land returned .to....the City,.since she felt proper procedures were not fol- <br />lowed at the time the land was vacated to LCRA. She moved that the Council go on <br />record as requesting the LCRA to return that portion of Eastgate to University <br />City. Councilman Kelley seconded the motion. <br />Mrs. Glickert said a public hearing was not held, as is the usual custom, before <br />Eastgate was dedicated to LCRA. She felt it should revert to City ownership, and <br />if the LCRA still wants the land, should go through the proper procedures of re- <br />questing the land from the City, including the holding.of a public hearing. Coun- <br />cilman Kelley said he. supported Mrs. Glickert's. proposal for a different reason, <br />that being that any decision to close a public street should be made by the City <br />Council, and not by the LCRA, and once the proposed project was not forthcoming, <br />the City should regain control of the street. Councilmen Adams and Lieberman <br />noted that it was not a requirement that a public hearing be held before a street <br />is vacated. Mr. Adams said this issue had been discussed at a number of LCRA <br />
