Session 1239, Minutes Page 6 <br />March 10, 1980 <br />distinguish our City and to support needed City services. The passage <br />of the proposal to upgrade our parks is essential to the fine quality <br />of life we enjoy in University City." <br />(signed) John Wright, President.of the School Board <br />Irene Lober, Superintendent of Schools <br />Mr. Wright welcomed Mr. 011endorff as the new city manager and said he looked for- <br />ward to working with him. He also said the Board had enjoyed working with Mr. <br />Ellman. <br />Ms Mildred Spencer, 960 Gay, asked to address the Council.. Ms Spencer said, as <br />a taxpayer who will be inconvenienced, she is opposed to the closing of Groby Road. <br />She does not feel it is necessary to do this to protect the children. <br />Mr. James Dorsey, 7163 Princeton, asked to address the Council. Mr. Dorsey said <br />he feels it is the duty of the city administration to protect the safety of its <br />citizens, and since students are citizens, it is the responsibility of the muni- <br />cipal government to protect them. <br />Rev. Sterling Lands, 6943 Roberts Avenue, asked to address the Council. Rev. <br />Lands said he wanted the City Council to consider restoring a crossing guard at <br />the intersection of Etzel and Ferguson. <br />Councilman Metcalfe asked about the possible ramifications for the Police and Fire <br />Departments in terms of emergency access on Groby. Mr. Ellman said he did not <br />think there would be any difficulty as far as the police were concerned. Mrs. <br />Metcalfe said parents had told her they felt a barricade at Groby was better than <br />having a crossing guard, since children don't always pay attention to the guard. <br />She also said she concurs with Mr. Paxhia's philosophy about this being essen- <br />tially a.school problem, but felt it was legitimate for the School Board to seek <br />the help and cooperation of the City. <br />Councilman Adams said he felt that the closing of Groby was probably the best so- <br />lution available at this.time,_and.that.most residents will not.be unduly incon- <br />venienced.. <br />Councilman Glickert requested that a.vehicular count be taken at this location to <br />determine how much traffic there is. <br />The public hearing was closed at 9:29 P.M. <br />CONSIDERATION OF CONDITIONAL USE P.ERM:IT.FORr1163 FERGUSON <br />The City Manager said Mr. George Burse applied fq,r a Conditional Use Permit to <br />operate a service station at 1163 Ferguson. The Plan Commission rejected the <br />application by unanimous vote. <br />Mr. George Burse, 7335 Manchester, was asked to come forward. Mr. Burse said <br />his application was for a full-service station, and not auto body;,repair. <br />Ms Minnie Elliott, 6804 Plymouth, askedto address the.Council. MsElliottsaid <br />she was opposed to this application because she felt this type of business should <br />not be located in a residential area, and also the building Mr. Burse proposes to <br />
