Ms.Elliott read a letter in support of this <br />position from a neighbor who could not attend this meeting. <br />Mr. Ben Strawder, Jr., 6806 Plymouth, asked to address the Council. Mr. Strawder <br />said he did not want this facility used as.a body repair shop because of the noise <br />and dirt engendered by such an enterprise. <br />Councilman Sabol asked Mr. Paul Schoomer, chairman.of the Plan Commission, about <br />the reasons for their rejection of the application. Mr. Schoomer said this type <br />of operation places severe demands on city resources, and is somewhat difficult <br />to police properly, since the owner rather than the .1ccupant is responsible for <br />adhering to city ordinances, and the owner is usually not on the premises. Also, <br />this facility is very small for this type of business, which could create a great <br />deal of difficulty for both the neighbors and the business. <br />In response to questions from Councilman Glickert, it was ascertained that Mr. <br />Burse was not at the Plan Commission meeting when this application was considered, <br />since he was out of town on business, being a district manager .for ten K -Mart <br />stores in Missouri. Mr. Burse said he had an auto repair business at Sarah and <br />Delmar in St. Louis, and wanted to move it to the 1163 Ferguson location, and that <br />he would be on the premises on a part-time basis. The owner of the property is <br />Marlow Realty. Mrs. Glickert said she didn't see how an auto repair business could <br />be accommodated in such a small area. Mr. Burse said appointments would be taken <br />for only six to eight cars at one time, and no auto body work would be done, just <br />minor repairs and tuneups.. Mr. Schoomer said it had been his understanding that <br />body work,was to be.done there. <br />Mayor Mooney suggested that perhapsthis should go back to the Plan Commission and <br />that Mr. Burse be present at that meeting so that all the facts will be correct. <br />Councilman Kelley.suggested..th.at the Council could attach a condition which pre- <br />cludes the facility being used as an_ auto body repair shop. <br />Councilman Lieberman said the area was zoned "Limited Commercial." wh'ich means it <br />is for small retail use, such as grocery stores, offices, etc., and not for any- <br />thing which .has high-intensity use.. Mr.. Lieberman said the Plan Commission and <br />the residents.were concerned .that.this.application would result in the same kind <br />of situation _which.exi.sted _at this_.location previously --large numbers of cars on <br />the lot, -litter, nois_e,.and .an absentee landlord. Mr. Lieberman said he felt this <br />location was no longer viable for an operation of this type, even though it had <br />been a service station for a number of years. He also said small stations like <br />this were having. increasing difficulty in obtaining .gas. allotments. <br />Mr. Burse said he pla.ns.to.run_a clean .operation; by.appointment only. He did not <br />think getting parts would b.e_a problem,. .s ince only minor repairs will be done. <br />The consensus was that Mr— Bur e.would-go..before the Plan Commission with a revised <br />application stating exactly what he would like to do at 1163 Ferguson. <br />SITE PLAN REVIEW -.1523-NORTH AND SOUTH <br />The City Manager said Ms Carolyn Johnson filed an application for Site Plan Review <br />in connection with the erection of a single-family detached residence on Lots 2, <br />
