The property is located in an <br />"LC" Limited Commercial -.District and in accordance with Section 34-37.5 of the <br />Zoning Code, the construction of a dwelling is permitted in this district only by <br />Site Plan Review and the approval of the City Council. It is recommended that the <br />site plan be approved as submitted with the following conditions: <br />1. Lots 2, 3, and 4 of Block 1 of Belmont Hills Subdivision shall be con- <br />sidered as one parcel of land and shall not be hereafter subdivided. <br />2. No part_of_the premises shall be used for commercial purposes, and the <br />owner agrees to the rezoning of the property to "SR" Single-family <br />Residential should the Plan Commission and City Council, after review, <br />find such a zoning change to be appropriate. <br />Councilman Sabol moved approval. Councilman Glickert seconded the motion. <br />Ms Johnson, now living at 1510 Lyndale, was questioned by Councilman Lieberman. <br />He was concerned about the fact that the large number of children who live in the <br />area have been using the three lots on which Ms Johnson is going to build as a <br />route to the store, since there are no sidewalks in the area. Ms Johnson said <br />there was an unpaved walkway next to the road, and :she is planning to have rail -- <br />road ties built up next to that area so that people will walk on the walkway and <br />not on her property. <br />All voted Aye on the motion to approve. <br />CONSIDERATION OF REQUEST FOR SOLICITATION PERMIT BY JUVENILE DIABETES FOUNDATION <br />The City Manager said the City received a request from the Juvenile Diabetes Foun- <br />dation to solicit funds on April 18, 19 and 20, 1980. This will be done only in <br />front of.businesses where permission to do so has been granted. The funds will be <br />used for diabetic research. Proper application forms have been filed, and permis- <br />sion has already been granted by St. Louis and S-. Louis County for a planned met- <br />ropolitan effort. <br />Councilman. Adams moved app-rova.l,. with Councilman. Sabol seconding ..the motion. The <br />motion carried unanimously. <br />CONSIDERAT.I.ON -OF. IMPROVEMENT TO THE PERSHING-MIDVALE TRAFFIC. SIGNAL <br />The City..Manager.said.the City received a request to -improve the signalization at <br />the Pershing -Midvale intersection through -the installation.of.additional signal <br />heads,.for .eas.tbound and westbound _traf.f.ic.., The cost. of the eastbound head would <br />be $1,320 and for the westbound signal $850. These changes are not provided in <br />the current budget and it will be necessary to transfer the required funds to the <br />Engineering Division Account 42610-4 from the Contingency Account #6010. <br />The requests for change at this intersection came from an individual request to <br />the Traffic Commis.s.ion.and from Councilman Metcalfe. She said it should be han- <br />dled by the staff rather than the Traffic Commission, since it is a matter of a <br />change in design. The Police and Public Works Departments also recommend that <br />these changes be made. Because of a curve in the street at that location, it has <br />
