Mrs. Metcalfe moved that the neces- <br />sary funds to cover both lights be transferred from Contingency Account #6010 to <br />Enginaering,Diuisio.n Account.#2610 +. Councilman.Sabol seconded the motion, which <br />carried unanimously. <br />CONSIDERATION OF. BIDS. FOR..RESTORAT.IVE REPAIRS. <br />The City Manager said the City solicited bids for restorative repairs .to the first <br />floor of City Hall, including the installation of plastered partitions in the <br />arched openings, the replacement of the temporary partition.with.a wood and glass <br />partition,. and .the installation of .new lighting fixtures with the following response: <br />Spiegelglass Construction $ 8,937 <br />P. Rollings, Incorporated 12,567 <br />Gregg O'Brien Contractor 12,883 <br />George H. Cohen Construction 13,232 <br />J. H. Berra General Construction 14,520 <br />G. T. Lawlor Construction 15,533 <br />The administrative forces recommend acceptance of the bid from Spiegelglass Con- <br />struction for $8,937. Work under this contract was designed by Gerhardt Kramer, <br />the City's restoration architect, after consultation with the Plan Commission and <br />the Historic Preservation Committee. This project will be financed by an historic <br />preservation grant in the amount of .$3,240, with the balance of $5,697 coming from <br />funds that remain..in the Civic Plaza Bond Issue. <br />Councilman Adams moved approval, and Councilman Metcalfe seconded the motion. Coun- <br />cilman Sabol spoke against the motion, feeling that the first floor of City Hall <br />should not be changed in any way, and that it was a waste of money. Councilman <br />Metcalfe said this money will not come from operating funds, but is from a grant <br />for this specific purpose and from a bond issue. <br />All voted Aye, except Councilman Sabol, who voted Nay. <br />CONSIDERATION OF RETENTION OF CABLE TELEVISION CONSULTANT <br />The City Manager said that in view of the complexities surrounding the selection <br />of a cable television franchisee in University City, some consideration might be <br />given to the retention of a consultant -to help in the decision process. A hearing <br />has been scheduled at the Community -Center on March 17, 1980, at 7:30 P.M. at <br />which time applicants will be making presentations concerning their proposals for <br />the City. If a consultant is retained, it will be necessary to transfer funds <br />from Contingency Account #6010 to Account -#1010.2 to cover this cost. <br />Dr. Lester F. Eastwood,.616.Vassar,.asked.to address the .Council. Dr,. Eastwood <br />said he is an engineering professor at Washington University, has done research <br />and has served as a ,consultant in -the field of cable.television. Reading,a pre- <br />pared statement, he cautioned the Council.that.they must consider -very carefully <br />and very thoroughly .all of the parameters which go into the awarding of a cable <br />television franchise by University City. Dr. Eastwood said he would like to be <br />
