Session 1239, Minutes <br />March 10, 1980 <br />Page 10 <br />considered for the consultant post, if one is retained, because of his complete <br />knowledge of this field. <br />Councilman Adams asked Dr. Eastwood about the equipment used in cable television. <br />Dr. Eastwood said most of it is similar and basically comes from the same suppli- <br />ers, but there can be large differences in quality, and the technology is changing <br />quite rapidly. The quality of the components determines the potential for offer- <br />ing innovative services. Councilman Adams said he was concerned about the issue <br />of privacy and two-way capability. Dr. Eastwood said some studies on this matter <br />had been done at Washington University, and suggested that the Council might want <br />to examine them. Dr. Eastwood said he would.come to the meeting March 17 at the <br />Community Center, where this matter will be discussed. <br />Mayor Mooney announced that St. Louis County has scheduled a seminar on cable tele- <br />vision on March 12 at 7:00 P.M. at the Clayton Community Center. <br />Councilman Lieberman said he felt this subject should have been put on the agenda <br />only by a person who had voted negatively at the last Council meeting on the matter <br />of hiring a cable television consultant. Councilman Glickert concurred. Council- <br />man Lieberman moved to table the discussion. Councilman Sabol seconded the motion. <br />Councilman Metcalfe said Councilman Lieberman was technically correct, but felt the <br />matter should not be tabled. She thought it should be discussed since it is such <br />an important matter, and the meeting at the Community Center is just a week away. <br />Councilman Glickert objected because she felt proper procedure was not followed, <br />and she also said she felt the matter had been settled at the last Council meeting. <br />Councilman Adams (who voted negatively at the last meeting) moved to reconsider <br />the matter of retaining a consultant. Councilman Kelley seconded the motion. Upon <br />roll call, the following vote was recorded: AYES: Councilmen Adams, Metcalfe and <br />Kelley. NAYS: Councilmen Lieberman, Sabol, Glickert and Mayor Mooney. The mo- <br />tion to reconsider was defeated by a vote of four to three. <br />PERSONNEL REPORT <br />The Personnel report for the week ending March 8, 1980, was received and ordered <br />filed. <br />INVESTMENT OF CITY FUNDS <br />Investment of City funds made by the Director of Finance during the month of Febru- <br />ary, 1980, was reported. <br />POLICE DEPARTMENT REPORT <br />The Police Department.report for the week of February 24, 1980, through March 1, <br />1980, was received and ordered filed. <br />FIRE DEPARTMENT REPORT <br />The Fire Department report for the week of March 2, 1980, through March 8, 1980, <br />was received and ordered filed. <br />
