Session 1234, Minutes <br />December 17, 1979 <br />Page 4 <br />based on revenue projections which are tied to ordinances passing particular taxes, <br />and if those ordinances were subject to referendum or initiative, the long-range fi- <br />nancial planning of the City would be severely hobbled. Also, this type of petition <br />is rejected by the Charter because of the requirement for citizen input, by way of <br />public hearing, into the process of making the budget and setting the tax rate. Coun- <br />cilman Kelley said he concurred with the opinion, and suggested that the citizens who <br />wished to have input into the budgetary process come to the Council meetings when the <br />budget is under discussion and give their input at that time. He emphasized that the <br />Council does listen to citizens and tries to give their ideas and opinions every con- <br />sideration. <br />CITY MANAGER'S AGENDA <br />CONSIDERATION OF CONDITIONAL USE PERMIT FOR DRIVE-THROUGH BOOTS AT 8127 OLIVE BLVD. <br />The City Manager said McDonald's Corporation applied for a conditional use permit to <br />construct a drive-through booth at 8127 Olive Boulevard. The application was unani- <br />mously approved by the Plan Commission, with the following conditions: <br />1) Modify the traffic circulation pattern on the northwest portion of the <br />site, relocate the freezer if necessary, and eliminate the northern- <br />most parking space along the east property line. <br />2) In all other respects, the development and use of the property shall be <br />in strict accordance with the site plan dated September 21, 1977, and <br />revised on October 15, 1979. <br />Mr. Joe Schicke, Area Supervisor for McDonald's, asked to address the Council. Mr. <br />Schicke said several changes had been made since McDonald's first submitted the pro- <br />posal for a drive-through booth at the above location. The columns holding up the <br />drive-through booth have been eliminated, thus helping the parking situation, the <br />three exits and one entrance have been changed to two exits and two entrances which <br />should facilitate traffic flow and prevent traffic jams, and moving the freezer from <br />the northeast corner to the northwest corner of the lot, as stated in the first con- <br />dition. He anticipates the increase in business will allow McDonald's to hire 10 to <br />12 new workers. <br />Councilman Sabol moved approval. <br />In answer to a question from Councilman Glickert, Mr. Schicke said the estimated time <br />of placing an order to receiving the order is two minutes. <br />Several Councilmen asked about parking, and Mr. Schicke said there were 43 parking <br />spaces as opposed to 36 in the previous plan. The number at present is 49, so a to- <br />tal of six spaces will be lost. Mr. Schicke said it is estimated that 48% of future <br />sales will be at the drive-through, so parking should not be a problem. <br />Councilman Lieberman seconded Mr. Sabol's motion. <br />Councilman Metcalfe asked Mr. Schicke if he understood that the motion for approval <br />is contingent on the two conditions stated, and he said he did. <br />
