Session 1480, Minutes Page 4
November 7, 1988
if this was an advantageous thing to do. He wished to know how much the range
will cost, and suggested that this money could be put aside for maintenance'of
the new sprinkler system or to beautify the golf course.
Mr. Lester Gross, 8294 Tulane, said he was sure Council did not wish to create
problems for anyone, nor did they recognize how little money would come to the
City as a result of this range. He said those nearest the problem should have
been considered in some way. He felt the scope of the golf copse operation
has been enlarged and that a commercial operation would be starting that will
affect those who live nearby. He asked Council to reconsider what they've
done in view of the lame amount of interest in this matter.
In response to Mrs. Thompson, Mr. 011endorff briefly explained what a driving
range is, adding that its location was proposed for the area that is currently
set aside as a practice area. He said golf balls are now hit in different di-
rections; the proposal is to set up a more formal operation, with everyone re-
quired to hit practice golf balls in the same direction. He said he would
furnish Mrs. Thompson with additional information.
Mayor Majerus closed the public hearing at 8:11 p.m.
LIQUOR LICENSE - ONE McKNIGHT PLACE
The City Manager recommended approval of a license for the sale of intoxicat-
ing liquor by the drink on the premises for the residential center at this lo-
cation. He also recommended approval of a Sunday license. He noted that the
application, supporting material and background of the applicant were reviewed
and found acceptable. City ordinances require a public hearing, and he recom-
mended holding this hearing at the next Council meeting, November 21, 1988 at
7:30 p.m. He noted that the ordinance also directs that property owners with-
in a specified area are to be notified; in this case, the applicant owns all
of the property within the specified area. He suggested that the City Clerk
post a notice of public hearing at all entrances to the proposed location.
Mr. Adams said only the residents would be likely to see these notices. He
also noted that when this complex was approved, it was made clear that there
would eventually be an application for a liquor license. Mr. 011endorff said
the restaurant that would have the license was only for residents of the com-
plex --if it was open to the public, it would require site plan or conditional
use approval. He said the only question here was who to notify.
Mrs. Schuman felt that no one in the area would object to liquor being served
to residents or guests in the retirement complex, however, there was neighbor-
hood interest when this facility was built, and she suggested that notices be
posted on light standards on Barby Lane and West Kingsbury, the closest
streets. Mr. Schoomer suggested that McKnight Place be added.
Mr. Wagner thought more should be done, and suggested sending letters to the
20 closest residents. Several councilmembers felt this was going far beyond
what was necessary.
Mr. Schoomer mored that the public hearing be held as recommended. Mr. Price
