The first Comprehensive Plan was written in 1922. Updates were <br />written in 1931, 1958, 1986, 1999, and 2005. Mr. Walker was directly involved in the 1999 and <br />2005 Comprehensive Plan Updates and the author of the 1999 Comprehensive Plan Update. <br />Recommendations have been implemented by City Council and City Staff. There have been <br />many changes since 2005, including decline in population. There are issues to be addressed, <br />which is why it is a good practice to update the Comprehensive Plan every 5 to 10 years. <br />Ms. Andrea Riganti explained the purpose of this Joint Session is for staff to describe what a <br />Comprehensive Plan is and what the process is and can be, including the roles and <br />responsibilities of the Plan Commission and City Council. A Comprehensive Plan is a vision for <br />the community. It is what we want the community to be. It shows where we are now and where <br />we desire to be in the future. It includes topics from social and economic issues to land use <br />issues. A Comprehensive Plan is not a zoning ordinance. It is a policy guide. City Council, <br />Plan Commission, and City Staff must help with implementation of the Plan in order for it to be <br />effective. <br />tm; <br />šE <br /> <br />
