Mr. Ray Lai then reviewed the comprehensive plan the survey questions which were previously <br />distributed to Plan Commission and City Council members. <br />Next, Mr. Lai gave a presentation about the Comprehensive Planning process including the <br />general steps in the Comprehensive Planning process and possible options for the working <br />structure. <br />He discussed the general planning process flowchart: <br />Step 1 – Data collection; example of census data which will be coming out soon. <br />Step 2 – Data Analysis <br />Step 3 – Goal Setting / Visioning <br />Step 4 – Draft Recommendations / Strategies <br />Step 5 – Plan Adoption; Plan Commission makes recommendation to City Council <br />Step 6 – Plan Implementation <br />Public engagement will be integrated into the process from the beginning until Plan Adoption. <br />Mr. Lai presented a brief overview of how the Comprehensive Plan process is addressed in the <br />City Charter and in the Municipal Code. <br />A variety of issues will be considered and incorporated into the Plan. These will be taken from <br />public engagement sessions. The public will let those working on the Plan know about the <br />issues. <br />Mr. Lai presented three different options for the working structure of the Plan preparation. <br />Option 1 – Advisory Committee with experts’ input; the advisory committee would make a <br />recommendation to the Plan Commission and then to City Council. It is similar to the Joint <br />Redevelopment Task Force. There is already a Comprehensive Plan Committee made up of Plan <br />Commission members. <br />Questions/Discussion <br />-What was the thought when breaking up the Plan Commission into two committees? <br />Mr. Halpert, Plan Commission Chairperson – The Plan Commission realized some issues were in <br />need of being addressed. There were some zoning code issues that needed to be fixed to improve <br />the code. Also, knowing the Comprehensive Plan update process would soon be underway; the <br />Comprehensive Plan Committee was formed. The Comprehensive Plan Committee members are <br />more directly involved in the Comprehensive Plan process. The two committees address issues <br />directly and then bring their results to the full Plan Commission. They were created in an effort <br />to increase efficiency. <br />-So the members of the Comprehensive Plan Committee would be involved in the <br />Comprehensive Plan Update process? <br />tm;E <br /> <br />
