Mr. Halpert – Correct.
Option 2 – Steering Committee with Working Sub-Committees; this option is slightly different
from Option 1. This includes a Steering Committee. The members may be divided into sub-
committees to study specific topics or issues. This option is more labor intensive. Rather than
relying on a body of experts, there are more meetings held by sub-committees to focus on
specific topics or issues. There is more time involved with this option.
Questions/Comments
-The sub-committees cannot be formed until we know what the issues and topics are that
need to be addressed by a sub-committee. What product do the sub-committees create?
Mr. Lai – The members of the steering committee would have two roles; a member of the
steering committee itself and a member of a sub-committee to address specific issues or topics.
Ms. Riganti – Public participation will be a part of whatever option is selected. Details will be
determined at a later date. A sub-committee could prepare a briefing paper or report to bring to
the full steering committee. This is similar to the University City Advisory Board for Economic
Progress.
-How will selection of the steering committee take place?
Mr. Lai – This should be done by the Mayor and City Council. The steering committee
shouldn’t be too large, maybe around 20 members. The goal is to have an even representation
both geographically and based on interests.
-So the difference with option 2 is that the actual work is done by the steering committee
and then presented to Plan Commission for review and recommendation? This is
different from Option 1 in which the Plan Commission is intimately involved in the
actual work? If the steering committee is appointed by City Council, it may or may not
include Plan Commission members. In Option 1, perhaps Plan Commission members
could be involved. Is the advisory committee in Option 1 also appointed by City
Council?
Mr. Lai – The Plan Commission will be represented in either Option 1 or Option 2.
-In both cases, Plan Commission involvement is part of the process?
Mr. Lai – Yes.
Ms. Riganti – There may be a Plan Commission representative or representatives. This is
consistent with other communities and with previous plans in University City.
Option 3 – The Comprehensive Plan Committee does the bulk of the work.
tm;
šE
