Ms. Greening asked why a fence is necessary. Ms. Riganti said it is a Zoning Code requirement <br />and they could apply for a variance. Mr. Lai added that it is a code requirement based on the <br />surrounding zoning districts. <br />Mr. Lai said that the potential internal cross access from the office parking area to the Walgreens <br />parking area would be for those coming from the office building who may prefer to go right to <br />Delmar to go east rather than go to Delcrest. It may reduce impact during peak hours. <br />Nikki Goldstein with the Crown Center stated she supports the project and feels that a traffic <br />light is crucial. A traffic light would improve the existing traffic situation. Ms. Goldstein asked <br />how parking would be affected on Delcrest and said she would like to see as much parking as <br />possible due to the current parking limitation for the Crown Center. Mr. Lai stated that on-street <br />parking will be evaluated by the City. Ms. Goldstein added that keeping on-street parking would <br />be beneficial and a traffic light would be a major safety improvement. <br />Jane Schaeffer with the University City Bike and Walk Task Force stated she has more questions <br />about the traffic impact of Walgreens. She added that drivers could always go to the eastern <br />intersection of Delmar and Delcrest to exit the site. Ms. Schaeffer also stated smaller signage <br />would be more attractive. <br />Ms. Greening stated that if the applications are approved, she would prefer a 24-hour option and <br />would like to adjust the sign height allowed to 8 feet. She said she is not sure about the <br />additional internal cross access and number of parking spaces and asked the Commission <br />members their thoughts. <br />Ms. Carr added that she would like to see some internal cross access to alleviate all cars going to <br />the traffic light. The current site plan does allow for cross access closer to Delcrest. <br />Mr. Kraft asked if cross access must be decided tonight. Ms. Riganti said the site plan is part of <br />the Conditional Use Permit approval, so it gets voted on tonight. <br />Mr. Evans added that if there is a concern with traffic backup at the light to keep in mind that St. <br />Louis County approves and manages signalization and sequencing of the traffic lights on <br />Delmar. <br />Mr. Halpert proposed that Conditional Use Permit P100035 for the office building be addressed <br />first. <br />Mr. Senturia moved to approve Conditional Use Permit P100035 for an office building <br />exceeding the maximum building height allowed with the conditions set forth in Attachment B in <br />the staff report with the change to the maximum sign height allowed from 6 feet to 8 feet. Mr. <br />Senturia also noted that the 35 foot maximum building height should be reevaluated. The motion <br />was seconded by Ms. Greening. The motion carried. <br />Mr. Halpert added that the motion was approved without the additional cross access discussed <br />earlier. <br />tm;E <br /> <br /> <br /> <br />
