<br />SPECIFIC STREETS, BY REPEALING SECTION 10.36.150 THEREOF, <br />RELATING TO LEFT TURNS PROHIBITED ON CERTAIN STREETS AT ALL <br />TIMES BE KNOWN AS “SECTION 10.36.150 LEFT TURNS PROHIBITED ON <br />CERTAIN STREETS AT ALL TIMES OR DURING DESIGNATED HOURS,” <br />THEREBY AMENDING SAID SECTION SO AS TO PROHIBIT LEFT TURNS <br />FROM UNIVERSITY DRIV E ONTO HANLEY ROAD FROM MONDAY THRU <br />FRIDAY FROM 7:00 A.M. BILL 8900 — AN ORDINANCE APPROVING A FINAL SUBDIVISION PLAT OF A <br />TRACT OF LAND TO BE KNOWN AS “739 HEMAN AVENUE CONDOMINIUMS” <br />AND LOCATED AT 739 HEMAN. <br /> <br />Polling of Council <br />AYES: Mr. Wagner,. Mr. Sharpe Jr., Mr. Price and Mayor Adams <br />NAYS: Mr. Glickert and Ms. Brot <br /> <br /> <br /> <br />PUBLIC COMMENT <br />Jon Galloway, 715 Limit Ave #1N <br />Mr. Galloway asked about the design of the buildings in the loop, especially if outside <br />venting would be visible from street and if the parking structure would have siding on the <br />outside walls. Mr. Galloway was concerned about this as this is a historical district and felt <br />the mentioned items would diminish the historical values. <br /> <br />Ms. Brot commented on the concern of former councilmember Ms. Welsch concerning the <br />effect of “condo mania”. Ms. Brot said that they have not received any reports or <br />information explaining the possible effect of “condo mania” on a city or residents. Ms. Brot <br />said that she had circulated to Councilmembers an AARP article on condo mania. She <br />stressed that we need to examine the effects to Senior citizens when there building is <br />changed from rental to condo ownership. Ms. Brot would like to have this discussion soon. <br /> <br />Mr. Price felt that this condo mania could ruin the school district also. He felt the <br />apartments would have children whereas the condo conversion does not encourage <br />families. He also felt that condos were largely owned by older families where the children <br />have gone out on their own. <br /> <br />Mr. Sharpe Jr. asked Ms. Feier to find out if seniors and families are being displaced with <br />the condo conversions. <br /> <br />RESOLUTION <br />Mayor Adams announced that the City of University City would enter into a partnership <br />with the National League of Cities (NLC). A body of the NLC will be meeting in the St. <br />Louis area, Aug 10 – 13. Therefore, this is a perfect time to partner with them in working <br /> <br /> <br />
