toward an inclusive community. Mr. Wagner moved for approval of U-City’s desire to be
an inclusive city, was seconded by Mr. Sharpe Jr. and was approved unanimously.

CITIZEN COMMENT
Elsie Glickert, 6712 Etzel
Ms. Glickert wanted to welcome the new City Manager and was sorry that her entrance
was with the turmoil of the electrical outages. Ms. Glickert said that the windows on the
fifth floor needed some sort of covering as the penetrating brightness was hard on
everyone’s eyes. She then went on to talk about the flood of 1993 and 1995 when the
forestry staff predicted that there would be tremendous tree damage in the future, as they
absorbed too much moisture. It was at this time that she had requested money be put in a
revolving fund for tree trimming assistance as it cost her $1800 to have a few tree limbs
taken off the lines on her property. Ms. Glickert next discussed the refuse increase. She
felt that Ward 3 carried the burden of this increase. In Ward 1, 3.5 families share a
community box. In Ward 3, five families share box: with the last increase, the City gave
us a bigger box but we now have nine families sharing the box. Ms. Glickert said that all
residents should have a roll out cart. She said the City would save money in the long run
with such individual carts. Also, individual carts would prevent non-residents from
dumping mattresses and furniture in the larger shared boxes in the alley.

Jerry Koczan, 6906 Washington
Mr. Koczan is concerned with the brush removal on private streets. He inquired if the City
had plans to pick up their limbs from the damaging storm and was also wondering if the
City’s street sweeper would come through and sweep the massive amount of debris from
the trees. Ms. Feier said that there are plans in place for the Public Works department to
work on all University City streets, private and public. Mr. Koczan suggested posting
progress on the City’s web site. Ms. Brot questioned the effectiveness of the sweeper unit.
She felt that a vacuum unit would be more ideal.

Andrew Ragouzis, 7137 Delmar
Mr. Ragouzis presented what he felt were improper signs at the grade schools and at the
U-City Public Library. He felt that it such signs conveyed improper messages.

Jon Galloway, 715 Limit Ave #1N
Mr. Galloway was concerned about Washington University’s proposal to apply for
demolition permit for historic buildings on East Gate Ave. and on Washington. He felt that
any more vacant lots in the Loop area would be detrimental. He feels that Washington
University has plans to build a dorm which would be out of character for the area.

Nova Felton, 8031 Noel Ct.
Ms. Felton was present to give hats off to the staff at the McNair Administrative Building,
used as a cooling center. She was not convinced that Ameren UE efforts were enough to
help the City residents..

Sandi Colquitt, 1024 North McKnight
Ms. Colquitt complimented the City for the great job everyone did. She also thanked
Salvation Army for their tremendous support and thanked Charlie Deutsch for his
assistance in loaning equipment needed in the centers.
