The Public Hearing was opened at 7:00 p.m. There was not anyone present to speak at
this Public Hearing. The Public Hearing was closed at 7:05 p.m.

CITY MANAGER’S AGENDA

CONSENT CALENDAR
1. Microsurfacing Contract
Microsurfacing Inc. won the three-year microsurfacing and thermo-plastic marking
contract in 2005. The contract for the 2006 was $238,648 and appropriate funds
were budged for FY 06-07.

2. Computer Equipment
Out of three bid invitations sent out only World Wide Technology gave a bid for
$39,959.76.

3. Loop In Motion
A request was made for street closure.

Ms. Brot moved for approval, seconded by Mr. Glickert and approved unanimously.

CITY MANAGER’S REPORT

1. The Remodeling of Firehouse #2, on North and South is basically complete with
issues to address yet. Ms Feier invited Council and citizens to attend the ribbon
cutting ceremony on September 27, 2006, at 3:00 p.m.
2. Work Rules brought back as third draft for Council’s discussion. Changes in this
draft are:
?
In accordance to the Sunshine Law, the charges for reproduction of requested
documents.
?
Question is whether former councilmembers should continue to receive
documents and if so, is there a cost or will it be a courtesy and for how long?
Council decided the charge per page would be 10 cents plus labor and past
councilmembers would no longer received mailings of minutes and/or agendas.
?
Language for calling an Executive Session and definitions of what can be
covered. in an Executive Session.
Ms. Feier would like feedback from the Council in the next week.

Ms. Brot had questions about the following rules:
Rule #2. She felt that the rules of Article 2 “specifically the Mayor and Councilmembers
must act in accordance with Article 2” should be changed to read “the Council must act in
accordance with Charter Article 2”,as defined by the Charter in Sections 5 and 9. Ms. Brot
felt that the present wording suggested a separation of the Mayor from the Council. The
Charter, Article 1 Section 2 and Article 2, section 5, defines the Council as a seven person
entity, one of which is the mayor. Ms. Brot felt that the language used in the rules should
be the same language used in the Charter; therefore it should read the Council should act
in accordance with Article 2.
