Ms. Brot thought the word “objection” had been changed to amendments. <br />Moreover, she questioned using the negative question of using “defeated”. <br /> <br />Mayor Adams suggested that in order to take away the negative approach it should read <br />“What is the pleasure of the council?”. <br /> <br />Rule 18. Ms. Brot thought that it was agreed that a copy of the agenda should be placed <br />on the library bulletin board and a binder on the receptionist desk at City Hall. When told <br />that this is being done, Ms. Brot suggested that it should be formalized and explained in <br />detail in this rule. <br /> <br />Mr. Price preferred a more general approach, saying accessible and/or available <br />prominent place in the City Hall, instead of mentioning a specific location. <br /> <br />Rule #19 - Ms. Brot wanted to indicate that the City Clerk worked specificly for the City <br />Council. <br /> <br />Mayor Adams said that this would be discussed at the next Study Session. <br /> <br />Rule #32 – Ms. Brot would like to suggest that the staff liaison review the requirements for <br />the Commission members and then inform the City Clerk which current members fulfill the <br />specific requirements, .according to the Charter.. In this manner, Councilmembers would <br />then know the kinds of requirements the nominated replacement must have. Also she <br />would like to change the maximum time allowed for councilmembers to appoint someone <br />be changed to 30 days from 60 days in order to prevent having too many vacancies which <br />might leave the commission without a quorum <br /> <br />Mayor Adams said the reason for the 60 days was to give council enough time to find a <br />qualified person. Furthermore, in most cases he remarked that the persons whose term <br />had expired were asked to remain until a replacement member had been selected. <br /> <br />In response Ms. Brot commented that vacancies do not always happen when a term <br />expires. Vacancies also occur when a member moves or just quits. <br /> <br />Mr. Sharpe, Jr. questioned why some of the commissions don’t have equal ward <br />representatives. Mayor Adams answered that this was the responsibility of the Council not <br />the City Clerk. <br /> <br />Mr. Price said that his job restrictions affect the amount of time he has to find <br />replacements. He did not understand why there are not equal distributions of commission <br />members from each ward. <br /> <br />Mayor Adams said the way the system has traditionally worked; the nominations are <br />rotated among all of the council. He went on to give reasons why there are not always <br />representatives from each ward: some members move, and others quit for one reason or <br />another, some nominate members outside of own ward and a member of Council could <br />have forfeited his or hers turn by not nominating anyone in the specified time. <br /> <br /> <br /> <br />
