Mr. <br />Gonzalez reported that seniors are currently being turned away when requesting transportation <br />services. He estimates that the Board could increase the number of monthly trips to approximately <br />450 with sufficient funding. Therefore, by providing documentation on how the additional funds were <br />spent and the actual increase in trips, the Board should be able to satisfy St. Louis County's <br />documentation request, which I understand is based on CDBG Regulations on public services <br />attached to Mr. Kuhn's letter. If Council should decide to pursue the reallocation of funds for the <br />Senior Shuttle this year, it will stabilize the program for the fiscal year. Tuesday night Third Ward Council members hosted a <br />Community Forum, Thursday night Planning staff held a Neighborhood Plan review for the Northwest <br />District. As a reminder, the Northeast Neighborhood Plan review will be next Thursday, October 19. <br />On February 28, 2003, President Bush issued Homeland Security Presidential Directive-5. HSPD-5 <br />National Incident <br />directed the Secretary of Homeland Security to develop and administer a <br />Management System (NIMS). <br /> NIMS provides a consistent nationwide template to enable all <br />government, private-sector, and nongovernmental organizations to work together during domestic <br />incidents. You can also find information about NIMS at http://www.fema.gov/nims/ <br />There are two NIMS classes required for City Officials. They are the ICS 100 and the ICS 700 <br />courses, which are approx. 3 1/2 hours each. The courses can be completed on-line at any time. If <br />you wish to participate in a class environment, the Police Department has a training date scheduled <br />on October 31 for the ICS 100 class in the EOC from 8:00am - 11:30 am and 12:30 pm - 4:30 pm. <br /> The instructor can commit to coming to our agency and conducting a class on November 28 if we <br />have at least 6 attendees. <br />What can you expect in a class? <br />ICS 100, Introduction to the Incident Command System, introduces the Incident Command System <br />(ICS) and provides the foundation for higher level ICS training. This course describes the history, <br />features and principles, and organizational structure of the Incident Command System. It also <br />explains the relationship between ICS and the National Incident Management System (NIMS). <br />The Emergency Management Institute developed ICS 100, Introduction to ICS (IS-100) course, in <br />collaboration with: <br />?? <br />National Wildfire Coordinating Group (NWCG) <br />?? <br />U.S. Department of Agriculture <br />?? <br />USFA's National Fire Programs Branch <br />To assist with these mandated requirements, FEMA has established a National Emergency Training <br />Center Virtual On-Line Campus to take courses on line.
