Session 1703, Minutes
August 18, 1997

Responding to Mr. Lieberman, they are proposing to utilize a "Williamsburg" look to the buildings.
They are proposing all brick to the front of the building up into the eaves, below the gable area. They
were going to do an off-white siding with detailed dental molding up along the roof-line. The rest of
the building would have brick up above the first floor and then the same color of siding above that and
then some detail work. Responding to Mr. Lieberman further, Mr. Manlin said that the people on
Donne would see brick up to the first level, if they can see through the trees.

Mr. Wagner appreciated Mr. Manlin preparing the elevation drawings for 504 and 510 Donne. He
asked if he would prepare a similar drawing for the Sciortino's who live at 502 Donne. Mr. Manlin will
comply.

Mr. Schoomer moved to table this proposal. Mr. Munkel seconded the motion, which carried
unanimously.

PERSONNEL REPORT

The Personnel report for the period ending August 15, 1997, was received and ordered filed.

CITIZEN COMMENTS:

The Mayor called forward citizens who wished to speak on non-agenda issues.

Ms. Sheila Mitchell, 8359 Fullerton, said that Andrea Jones was her daughter and that she lives in an
apartment building at 1191 Briscoe Court. She said that she was very impressed with how Council
addresses building codes and new development. She said she lived here for eighteen years and has
been a neighbor to Mrs. Thompson. She would like to know how Council deals with existing
property management that is not up to code, She has a notice of violations that was posted on her
daughter's apartment building. She said that this building has nineteen code violations and has a
history of not complying with the building code. The building is not up to standards. Other women
who are trying to raise families with small children, including her daughter, are being subjected to
substandard living conditions.

Conversation between Ms. Mitchell, the City Manager and the Mayor determined that the building
had been through the complaint and inspection process previously and that the City Manager would
follow up to make sure the building owners take action or are brought to court.

Mayor Adams asked Mr. Ollendorffto look into the background of this building and the history of its
violations, extensions and court hearings. He also informed Mr. OIlendorffto let the Prosecutor know
that the Council does not want to grant further extensions. He invited Ms. Mitchell to come back to
the next Council meeting and hopefully she will have answers to some of her questions.
