Session 1703, Minutes Aui~ust 18, 1997 CITY CLERK'S DOCKET: BILLS FOR SECOND AND THIRD READING: BILL NO. 8342 - TO CONFORM WITH REQUIREMENTS OF MISSOURI SENATE BILL 262 TO ESTABLISH A PROCEDURE TO DISCLOSE POTENTIAL CONFLICTS OF INTEREST AND SUBSTANTIAL INTERESTS FOR CERTAIN MUNICIPAL OFFICIALS. The bill was given its second reading. The bill was given its third reading. Mr. Schoomer moved adoption. Mr. Munkel seconded the motion. The roll call vote was as follows: AYES: Mr. Ware, Mr. Munkel, Mr. Wagner, Mr. Lieberman, Mr. Schoomer, Mayor Adams. Bill #8342 passes and becomes Ordinance #6124. BILLS FOR INTRODUCTION: A bill was introduced by Mr. Schoomer, entitled: BILL NO. 8343 - AN ORDINANCE AMENDING CHAPTER 34 OF THE MUNICIPAL CODE OF THE CITY OF UNIVERSITY CITY, AS COMPREHENSIVELYAMENDED OCTOBER 19, 1970, BY ORDINANCE NO. 4591, BY CHANGING THE CLASSIFICATION OF CERTAIN PROPERTY HEREINAFTER DESCRIBED, AT OR NEAR 501,509 AND 515 NORTH & SOUTH FROM "SR" - SINGLE FAMILY RESIDENTIAL DISTRICT, TO "PD" - PLANNED DEVELOPMENT DISTRICT, AS SET FORTH IN SECTION 34-9 OF THE MUNICIPAL CODE, BEING THE UNIVERSTIY CITY ZONING CODE. The bill was given its first reading. TRUCK ORDINANCE VARIANCE PROCEDURE: Mr. Wagner said that the Councilmembers had on their desks a memo which discusses a change in the Truck Parking Ordinance. The subcommittee previously dealing with travel guidelines, was also asked to suggest changes to the Truck Parking Ordinance. The memo outlines a change that would allow the City Manager some discretionary leeway to allow variances. There should not be many variances and these variances should be backed up with written documentation of extenuating circumstances. An additional inspection fee would also have to paid. The subcommittee agrees with the procedure as outlined in the memo. If there were no objections from Council, Mr. Wagner would like to direct the City Manager to prepare an ordinance.
