Session 1703, Minutes 6
August 18, 1997

The all aye motion carried unanimously.

AGENDA NO. 3 - ARCADIA STREET CLOSURE AT PARTRIDGE:

Mr. Ollendorff said that the Traffic Commission has also reviewed a request from residents who live
on Arcadia. They would like to see their street closed at Partridge. They point out that there is too
much cut through traffic going down Etzel and crossing Arcadia to Partridge to miss the light at Olive
and Pennsylvania. Mr. Ollendorffthinks that a closure would be overkill. He would rather see a less
restrictive mean to cut down the through traffic, like what was just discussed for Roth. It could be no
through traffic for certain hours or it could be no left turn from Arcadia onto Partridge. Fully closing a
street restricts emergency vehicles from getting through on a quick and timely basis. There also would
not be room for trash trucks to turn around. It was suggested by the Commission to build a gate
there, but the City has never done this before. There are some gates in private subdivisions that the
residents had paid for. He suggests that Council consider alternative measures rather than completely
closing the street.

Mr. Lieberman asked if the problem was primarily westbound Arcadia traffic. Mr. Ollendorff said that
this was a problem. He said Etzel was a busy street; as you get on it from Sutter or from Ferguson
and head west, then it continues on across Pennsylvania all the way to Partridge, then drivers turn left
to get down to Olive to miss the light. Responding to Mr. Lieberman further, Mr. Ollendorfffeels that
the easiest way to handle this would be to prohibit left hand turns at Partridge. Mr. Lieberman said
that it was too late and that drivers would have already reached that intersection. Mr. Ollendorff said
that signs could be put up and that, eventually, the drivers would learn. Mr. Lieberman asked if it
would help to make Arcadia one way going east. Mr. Ollendorff said that option was also feasible.

Mrs. Thompson said that this should be studied more before a decision is reached. The alternatives
that have been suggested this evening should each be studied to determine the best solution.

Mrs. Thompson moved to table this issue for further study. Mr. Lieberman seconded the motion,
which carried unanimously.

AGENDA ITEM #4 ~ SITE PLAN - 8281 TULANE:

Mr. Ollendorff said that there is a site plan at 8281 Tulane for action. This is to add a partial second
story addition to this single family residence. It has to go to Council because most of the homes in this
block are only one story in height. Approval is recommended because there does not seem to be
anything negative about the proposal.

Mr. Schoomer moved approval. Mr. Munkel seconded the motion.
