Session 1703, Minutes <br />August 18, 1997 <br /> <br />recommended to Council by the Traffic Commission. Two of those three, staff agrees with, the <br />other one staff feels should be postponed until further experience can be obtained. <br /> <br />Ms. Yvette Emanuel, 1093 Roth Avenue, wished to make clear that the times for through traffic <br />should be 3:30 p.m. ~ 6:00 p.m instead of 4:00 p.m. - 6:00 p.m. which will accommodate the <br />children getting out of school. Their arguments for a stop sign at Purcell on Bartmer going west are <br />because of the high volume of speeding traffic. There are a lot of children that are outside at this area. <br />This is the same reasoning behind a stop sign on Colby, southbound, at Bartmer. <br /> <br />Mr. Schoomer asked where the proposed curb cut for Schnucks occurs in relation to the entrance to <br />Bartmer. Mr. OIlendorff replied that the main curb cut is about a 150 feet east of where Bartmer <br />comes in. <br /> <br />Mr. Ware thinks that the Roth Grove Neighborhood Association has done a good job in proactively <br />evaluating this situation in trying to deter traffic in an effort to avoid future accidents. He would <br />recommend approval to include all the stop signs based on the studies and discussions with the Traffic <br />Commission. There is always going to be some gray areas, because of not being able to make the <br />appropriate counts during certain times of the day, but he feels this would eliminate many problems <br />and prevent Council from having to discuss this again in the future. <br /> <br />Mr. Ware moved to accept the traffic proposal with all three requested stop signs, and with the <br />through traffic restricted from 7 a.m. - 9 a.m. and 3:30 p.m. to 6 p.m. Mrs. Thompson seconded the <br />motion. <br /> <br />5 <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorff said that once signs are put up in the appropriate places, <br />people usually obey them. He continued saying that little enforcement was anticipated and that if <br />several complaints did start coming in, then police officers would be posted occasionally to enforce. <br /> <br />Responding to Mr. Munkel, Ms. Emanuel reported that there had been no children hit by cars to her <br />knowledge. She did say that there were many near misses and car accidents. Mr. Munkel <br />commented that most people living in neighborhoods seem to know where the dangers are and <br />maybe by passing an ordinance, Council can prevent someone being hurt or killed. <br /> <br />Mr. Ware commented that the Roth Grove Neighborhood Association has been working on this for <br />nine months. Many meetings have been held over this time period with the neighborhood group as <br />well as with the Traffic Commission. <br /> <br />Mrs. Thompson wished to reiterate Mr. Ware's comments concerning the hard work and efforts that <br />the Roth Grove Neighborhood Association had invested into solving this problem. They are to be <br />commended. <br /> <br /> <br />
