MEETING DATE: October 23, 2006

AGENDA ITEM TITLE: Ordinance – Permitting Temporary Signs

AGENDA SECTION: NEW BUSINESS

CAN THIS ITEM BE RESCHEDULED? : No

BACKGROUND REVIEW: An ordinance amending chapter 34 of the municipal code of the City of University City,
relating to zoning, by repealing section 34-104.2 thereof relating to permitted signs, and enacting in lieu thereof a
new section to be known as "Section 34-104.2 permitted signs,” by amending said section so as to create a new
category of temporary signs
.

In May of 2006, Council reviewed and defeated proposed revisions to the sign code. The issue was remanded to
the Plan Commission for further consideration. The Plan Commission has forwarded the attached ordinance with
a vote of 6 to 0 for Council’s consideration. Since that time, the ACLU has sought to compel University City to
comply with the First Amendment Concerns related to political signs. The attached ordinance will establish
content neutral language and regulation for all signs. The ordinance will not change the size requirements, allow
signage in public rights-of-way or increase the allowed signage per lot.
