A motion was made by Ms. Greening to approve the blighting analysis and redevelopment plan. <br />The motion was seconded by Ms. Lewis and the motion carried unanimously. <br />Review of Draft Plan Commission Bylaws <br />Mr. Halpert asked for any questions pertaining to the bylaws. <br />Mr. Kraft stated that it may be best if amending the bylaws required a majority of the Plan <br />Commission itself, not just a majority of those present. <br />Mr. Halpert asked if it should be changed to a majority of the Plan Commission. <br />The Plan Commission agreed to amend Article IX of the Bylaws to state, “These By-Laws may <br />be amended at any regular or special meeting of the City Plan Commission by a majority vote of <br />the members of the Plan Commission, provided notice of any proposed amendment…” <br />Mr. Lai added that the old bylaws referenced a secretary. The reference to a secretary was <br />removed. <br />A motion was made by Ms. Greening to approve the bylaws as amended in Article IX. The <br />motion was seconded by Mr. Senturia and the motion carried unanimously. <br />Director’s Report <br />Ms. Riganti provided the Director’s Report. <br />At the August 8 City Council meeting, both Conditional Use Permits for 8390 Delmar Boulevard <br />were approved by a vote of 7 to 0 per the Plan Commission’s amendments to the conditions. <br />Also at the August 8 City Council meeting, the proposed Text Amendments pertaining to check- <br />cashing establishments, short-term loan establishments, title lenders, and pawnshops was <br />withdrawn and referred back to the Plan Commission for further study. Staff will follow up with <br />the Code Review Committee to discuss the proposed Text Amendments. <br />At the August 22 City Council meeting the blighting analysis and redevelopment plan from <br />Habitat for Humanity was introduced and scheduled for a public hearing and second and third <br />readings on September 12. <br />The University City / Olivette Joint Redevelopment Task Force is moving forward with a draft <br />final report to hopefully be submitted to City Council in the near future. <br />There is a public meeting for the Parkview Gardens Sustainable Neighborhood Plan scheduled <br />for Tuesday August 30. <br />tm;E <br /> <br />
