The landscaping plan shall incorporate intense planting and heavy landscaping, additional <br />seating areas, water features such as fountains or ponds, plazas, walkways, bike racks, or low <br />masonry walls as per Zoning Code Section 34-36.5.4 Paragraphs a., b., and/or c. and as approved <br />by the Director of Community Development. <br />Ms. Riganti added that the landscape plan could include a plan for phasing if the projects do not <br />occur at the same time. <br />Mr. Kraft stated that the applicant could withdraw the application if they do not end up going <br />over 70 % site coverage and that we should be careful in case they claim they don’t have to <br />landscape the area. <br />Mr. Evans stated that if they are below 70 % site coverage there are still landscaping regulations <br />they must abide by. <br />Mr. Greatens stated that the first two Conditional Use Permits require a landscape plan. <br />Mr. Byrne moved to approve the Conditional Use Permit with the conditions in Attachment A of <br />the Staff Report as amended (above) by the Plan Commission. The motion was seconded by Ms. <br />Greening and the motion carried unanimously. <br />Mr. Riganti stated that the Conditional Use Permit would be on the September 26, 2011 City <br />Council agenda. <br />Presentation: Habitat for Humanity Blighting analysis and redevelopment plan for <br />redevelopment of five vacant lots in University City. <br />Ms. Riganti stated that the next agenda item was a Habitat for Humanity blighting analysis and <br />redevelopment plan for five vacant lots in University City. On January 4, 2011, City Council <br />agreed to a partnership with Habitat for Humanity for the redevelopment of five vacant city- <br />owned lots in the northeast neighborhood of University City. After obtaining consensus from <br />City Council, Habitat for Humanity moved forward with a tax abatement request. The first step <br />in the tax abatement process is the preparation of a blighting analysis and a redevelopment plan. <br />The Land Clearance Redevelopment Authority adopted the blighting analysis and redevelopment <br />plan on June 30, 2011. The analysis and plan are being simultaneously submitted to the Plan <br />Commission and City Council for the next steps in the tax abatement process. The Plan <br />Commission is to consider the information within the context of the Comprehensive Plan and <br />conformance with the Plan. The Plan Commission should make a recommendation to the City <br />Council regarding the blighting analysis and redevelopment plan conformance with the <br />Comprehensive Plan. The next steps will be performed by City Council. <br />Paul Meyer and Kyle Hunsberger gave a presentation about the blighting analysis and <br />redevelopment plan. <br />tm;šE <br /> <br />
