or would it be just the hours as they go. He was trying to figure out the costs based
on the projects.

Mr. Walker noted the City would be monitoring the cost on a bi-weekly basis by the
invoices submitted. He noted that for each phase, Avant has identified the scope of
work which was included in Council’s material.

Mr. Price next spoke on item number five, “confidentiality”, as to how the City will
monitor as to what Avant gets, stays confidential.

Mr. Crow asked if the City Attorney reviewed the contract; the answer was
affirmative. Secondly he asked if the City had any measurements in place for their
performance. Mr. Walker noted that he would send Mr. Crow the Avant detail as to
how they will measure progress. Next Mr. Crow asked about number three on
payment, if the City had already paid the $14,500; the answer was affirmative. Mr.
Crow’s last question was about an article he read questioning something
operational and the City Manager said he referred it to the public relations company
and he wanted to know what part of the contract that would be under.

Mr. Walker noted that the press called the Public Relations company without
contacting the City Manager first and Avant has be advised that they need to refer
those questions to him.

Ms. Ricci asked for confirmation on the confidentiality question that the City not
Avant would disclose anything that was no longer considered confidential as
everything else would be public knowledge.

Mr. Walker said he was not sure what specific confidential material Avant would be
asking for.

Mr. Glickert asked if a member from Avant could speak to Council in order to
answer questions Mr. Price or Mr. Crow had.

City Manager asked Mr. Vogel from Avant Group to speak.

Mark Vogel, Senior Partner of Avant Group located in Olivette.
Mr. Vogel addressed a couple of things in general. He said the tactics that are
included in the marketing plan are developed and based upon the research which is
now beginning, with the Council’s recommendation of potential participants. He
noted the terms to the specific tactics that will be recommended will be based upon
this research. Mr. Vogel said they have measurement engaged within their process
that once a plan is introduced, they will conduct surveys and research among
residents. Mr. Vogel said when they do their branding, which was a key element to
the assignment and the approach, he said it has to be something that well serves
both the internal audiences of the community as well as some of the external
audiences. He said they will be working with Mr. Walker in terms of a monthly
assignment schedule and provide a monthly report detailing what was accomplished
and the results of the activities.

3
