Mr. Price asked who wrote the document and Mr. Vogel stated that Avant initiated <br />the terms in collaboration with the City. He had questions on the terms 1 b, e, f and <br />j. Mr. Price asked what the key initiatives were and in whose perspective; if a story <br />came out of the Council, would they monitor this and tell them what to say in filtering <br />them in order to get a different message out than what actually took place; and what <br />other projects meant. <br /> <br />Mr. Vogel spoke to clarify a couple of things. First he spoke on the confidentiality <br />clause. He said the Avant’s purpose in having a confidentiality clause in the <br />agreement is that they do have some proprietary processes. The point is not to <br />keep the outcome of those processes confidential. Rather, what is proprietary with <br />them is classified as business intellectual property, owned by Avant so their <br />processes are not exposed. Mr. Vogel stated that with the confidentiality of items <br />relating to the City, it is up to the City & Council as to what is communicated <br />publicly. He said their agreement is a little more open ended than some. Instead of <br />specific detail the contract is written so the City can utilize all of their services on an <br />as needed basis. Mr. Vogel said that once the project is accomplished and the <br />strategies approved by the City, then Avant can give specific detail in regards to <br />what tactics will be implemented, when, how, and where the dollars are allocated <br />within that budget. <br /> <br />Mr. Crow spoke of Avant’s opportunity to measure further along in the process and <br />asked if this all would be encompassed in the $100,000 fee. He asked if they would <br />see measurable results by the time you have 1,000 hours of work completed. <br /> <br />Mr. Vogel said he would not measure it with a dollar figure instead suggested the <br />use of a time line. He said based on the beginning of their activity through this <br />fiscal year the Council should see some effect, relative to the perception of the City <br />as well as an improvement in the communications to residents. Mr. Vogel stated <br />the two areas they are focused on are gaining exposure in media on certain City <br />activities as well as initiating the process for the brand development. <br /> <br />Mr. Crow asked which of his colleagues he has met with. Mr. Vogel said their first <br />contact was with Mr. Walker and the Mayor in accordance with the City’s review <br />process. Mr. Vogel noted the company’s process is sound, follows a specific <br />procedure and is based upon resident and community input to develop the identity <br />areas. <br /> <br />Ms. Ricci said what was important to her is the City’s lack in communication with the <br />citizens. She asked if a newsletter was encompassed in this agreement. Ms. Ricci <br />felt there was a need, to not only develop communications for branding, but the <br />need to have a consistent “go to” place where citizens can receive information. <br /> <br />Mr. Vogel said part of the branding is communication. He said they wanted to look <br />at newsletters in printed and electronic format, as many of the residents do not have <br />access to the internet. It is their strategy that the internal communication to <br />residents and community leaders is just as extensive as the external <br />communications from the marketing approach to the community. <br /> <br /> 4 <br /> <br /> <br />
