Ms. Ricci said if you make substantive change to a bill it would need to be delayed <br />for a week so if you want to make any changes they should be now. <br /> <br />Mayor Welsch asked if anyone else on the Council considered the changes <br />suggested by Mr. Kraft as substantive. <br /> <br />Mr. Crow said that anything which deals with conflict of interest and Council is asking <br />to make a change that is not even run by the City Attorney. He asked when the <br />deadline was on this and Mr. Walker said September 15. The City Manager said the <br />City Attorney actually drafted the bill and Mr. Kraft is suggesting minor amendments. <br /> <br />Mayor Welsch asked that if any member of Council considered these suggested <br />amendments as substantive changes to contact the City Manager so adjustments <br />can be made if needed. <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett said he fully supported Bill 9131, in moving forward that Council considered. <br /> <br />P. COUNCIL COMMENTS <br />Mr. Crow apologized for being two minutes late. He said that on the draft minutes of the <br />previous meeting the adjournment time was incorrect. Mayor Welsch noted that the <br />revised minutes sent out the previous Friday did have the time corrected. He asked if <br />the statements Ms. Carr made were being made part of the record. City Clerk Pumm <br />noted that because of time constraint involve in attaching paper documents handed to <br />the clerk, she did not attach Ms. Carr’s statements to the Draft minutes but they would <br />be filed with the minutes of record. Mr. Crow asked the City Manager if the City is still <br />moving forward on procedure changes for liquor licensing. <br /> <br />Mayor Welsch said she would be meeting with some of the mayors of the University City <br />sub-watershed of the River des Peres to discuss the common challenges our <br />communities face along the river and to discuss the MSD-EPA settlement concerning <br />the river. The meeting will be hosted by the River des Peres Watershed Coalition at the <br />th <br />Green Center, August 29 at 5:30 p.m. On the Regional Youth Initiative, Mayor Welsch <br />stated she has met with a number of volunteers who are working on the planning <br />committee. The next large meeting will be in late September or early October. She said <br />in her meeting with School Board member Stacy Clay they shared ideas on how to <br />improve on-going communications between the District and the City. They talked about <br />how to get University City youths more involved in programs and activities already <br />available through the City and School District. Mayor Welsch said they also discussed <br />setting up a City Council/School District Board Committee to talk about how the City and <br />School District can work together productively and asked members of Council to let her <br />know if they would like to serve on this committee. She noted the first movie in the park <br />would be in Fogerty Park. August 31st. She said University City sill be the first town in <br />the region to have food trucks at outdoor movies. Mayor Welsch noted the Barbara <br />Jordan PTO would be selling concessions. She asked for title suggestions for the next <br />movie. Mayor Welsch said she is concerned with the amount of litter on the City streets, <br />the maintenance needed on the sidewalks, the growth of weeds in cracks and <br />untrimmed lawns so she will be putting together a task force that would meet and come <br />up with ideas on how the community can work together to keep University City looking <br /> 6 <br /> <br /> <br />
