Mayor Welsch stated there was no reprimand issued but she would encourage all <br />members of Council at all sessions, to ask for permission before they leave the <br />room. She stated the study sessions give Councilmembers the ability to speak <br />more freely. <br /> <br />Mr. Glickert said that Council probably should go back to their Rules and <br />Procedures and do an addendum stating that if someone needs to be excused, they <br />ask for permission from the Chair at any Council meetings. <br /> <br />Mayor Welsch stated she will form a sub-committee to look into this and there were <br />a few other items previously brought up to also be considered. She asked Mr. <br />Glickert if he would like to be on this committee and he agreed. <br /> <br />Voice vote on approval of minutes carried unanimously with Ms. Ricci abstaining as <br />she was not present at the meeting. <br /> <br />F. APPOINTMENTS <br />1. <br />Donna Leach-Heimos was nominated to the Green Practices Commission by Ms. <br /> <br />Ricci, seconded by Mr. Glickert and carried unanimously. <br /> <br />G. SWEARING IN <br />1. <br />Naomi Stevenson was sworn in to the I.D.A. Board in the City Clerk’s office. <br />2. <br />Jerry Breakstone was sworn in to the Green Practices Commission in the City <br />Clerk’s office. <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br /> <br />I. PUBLIC HEARINGS <br /> <br />1. <br />Proposed Property Tax Rates <br />The public hearing was opened at 6:27 p.m. There were no speakers. The public <br />hearing closed at 6:28 p.m. <br /> <br />2. <br />Blighting Analysis <br />The public hearing was opened at 6:29 p.m. <br /> <br />CITIZEN COMMENTS <br />Paul Meier, 3006 Lemp <br />Mr. Meier is the real estate development manager for Habitat for Humanity, St. <br />Louis. He was present to answer any questions the Council or residents may have <br />and was thankful for the Council considering its passage. There were no questions. <br /> <br />The public hearing closed at 6:40 p.m. <br /> <br />3. <br />New ward boundaries <br />The public hearing was opened at 6:40 p.m. There were no speakers.
