CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Ed Mass, 8360 Cornell <br />Mr. Mass stated that turning the driving-range lights off was irresponsible and deliberate. <br />He discussed a time line of meetings concerning the lights on the driving range. Mr. <br />Mass said the revenue lost from turning off the lights was $16,000 because salaries <br />have to be paid whether lights are on or not. Mr. Mass expressed concern about using <br />grant money for the purchase of the lights and any repercussions that could occur by not <br />using the lights. He noted a landscape professional was not the person to analyze the <br />lights but rather the City should use a lighting specialist. <br /> <br />Bud Luepke, 7480 Cornell <br />Mr. Luepke noted he moved to U City four months ago and was pleased with his <br />location in relation to the Ruth Park golf course. He noted he worked all day and lights <br />would be to his benefit to use the driving range in the evening when he gets home. Mr. <br />Luepke stated that the lights provide a financial benefit to the community. He said there <br />was a process followed when the lights were installed and wanted to know where the <br />process was when they were turned off. <br /> <br />Tillot Mills, 8575 Delmar, Ste 208 <br />Mr. Mills noted he is a astrologist with an office in UCity and is a new golfer. He said <br />because he gets off of work late; it would be beneficial if the driving-range was a place <br />he could practice at night. CITY MANAGER’S REPORT <br /> <br />1. <br />Utility vehicle with water tank from Erb Equipment for $32,489. <br />Mr. Glickert moved to approve the purchase, was seconded by Mr. Price and the <br />motion carried unanimously. <br /> <br />2. <br />Additional funding for the new firehouse #1 <br />The City Manager Walker noted the requested rendering of the proposed firehouse <br />at the last Council meeting was displayed in the front. He said the additional <br />funding would come from the Reserves. <br /> <br />CITIZENS COMMENTS <br />Paulette Carr, 7901 Gannon <br />Ms. Carr stated she was not going to talk about the need but rather about the <br />budget. She noted that $2.3 million was budgeted for FY 2012, but there was <br />nothing for the matching $200,000. She stated that the City knew by March the <br />dollar amount of the grant they were awarded, as at that time the City hired an <br />architect and they knew the additional cost before the budget was finalized.
