and contractor to ensure that the total money allocated, a project manager can be <br />hired within that envelope. <br /> <br />Mr. Crow asked who on the City staff is qualified to be the project manager, if it <br />cannot be worked out with the architect or contractor. <br /> <br />Mayor Welsch said as she understood it, in January 2010, the previous Council <br />approved a contract with ArchiImages and that $343,000 included money for a <br />project manager. She noted she was told that the previous project manager with <br />Archimages is no longer with the company but the money for a project manager <br />exists within the budget the previous Council approved. <br /> <br />Mr. Crow asked where in the budget the $200,000 number was passed in the 2011 <br />budget for the grant match. <br /> <br />Ms. Watson said there was discussion but it is not in the FY 2012 budget. <br /> <br />Mr. Crow said that the City knew about the grant reduction in 2009 but there was no <br />mention of it in the City’s 2012 budget process. He thought a traffic signal could also <br />cost a quarter of a million dollars. Mr. Crow said the City should make sure if there is <br />a structural problem with the current firehouse before moving forward. He said the <br />$200,000 not in the budget is up to $1.2 million and more than likely $1.5 million. Mr. <br />Crow asked what other costs could they expect this year that is not currently in the <br />budget. <br /> <br />Mr. Walker said he had individual meetings with Councilmembers at which time he <br />indicated to everyone that the City would be proposing a one-time major expenditure <br />out of Reserves with respect to capital projects. He said the information is not new in <br />terms of a budget theory. <br /> <br />Mr. Crow asked if the City Attorney wrote or reviewed the resolution before them. He <br />wanted to know if a resolution could bind Councils in future years. <br /> <br />Mr. Mulligan said he reviewed it when the packet was distributed. He said each year <br />the Council is presented a budget in which there is a public hearing and a process <br />involved. He said this resolution would not have a binding effect on future Councils. <br /> <br />Mr. Crow asked where the $100,000 cuts would be coming from to pay back the <br />money each year. <br /> <br />Mr. Walker stated the first budget discussion for next year would take place October <br />18, 2011(at 6pm in the EOC Room.) He said there would be no reduction in police <br />and fire. <br /> <br />Mr. Price said he believed that the City needs a new fire state and a police station. <br />He said these two projects need to be paid for by a bond issue or out of Reserves. <br />He said he was not comfortable with the fire chief being in charge of this large project <br />as it is outside of his expertise. Mr. Price said the architectural firm should not be <br />picking the project manager as it would be a conflict of interest. He said we also <br />need someone making sure the project has 20 percent minority participation. <br /> 4 <br /> <br /> <br />
