<br />Mr. Kraft asked Mr. Walker if the City had the authority and if they could hire their <br />own independent project manager out this budget which Mr. Walker agreed would be <br />the case. He asked Ms. Watson about a motion that passed unanimously in <br />September 2010, setting aside $200,000 for the fire station grant match, $90,000 for <br />a fire escape and money for a new fire truck out of Capital Funds in Fiscal Year 2011 <br />budget and asked where that money was. <br /> <br />Ms. Watson stated she would have to look at the motion but the date would have <br />been in the FY 11 budget so therefore the fiscal year has ended and the money <br />would not be sitting there right now. <br /> <br />Mr. Kraft asked how many times the Council had to vote on the $200,000. <br /> <br />Ms. Watson noted that $350,000 for a fire pumper and money for the flood had been <br />set aside and reserved in the Fund Balance. She said all the other things are done <br />on an annual basis with the budget and die at the end of the budget year if not spent. <br /> <br />Mr. Kraft asked Mr. Mulligan to verify that there was nothing illegal about proposing <br />how money would be paid back according to the proposed resolution, a statement <br />with which Mr. Mulligan agreed. Mr. Kraft stated he understood that another Council <br />could reverse this resolution and confirmed with Mr. Mulligan that this resolution did <br />not bind future Councils. Mr. Mulligan also agreed with that statement. Mr. Kraft <br />also asked to confirm that the present Council could sign contracts that go beyond <br />the one year when money is appropriated for the new contract. Mr. Mulligan agree <br />with that statement. <br /> <br />Mr. Glickert asked the City Manager asked if public notification to residents within a <br />certain area of the proposed fire house took place. <br /> <br />Mr. Walker asked the fire chief as to what notification went out as it was before his <br />start date. Mr. Miner said there was no public notification as far as he was aware. <br />He said they did meet with the owners of the apartment complex. <br /> <br />Mr. Glickert said an owner is different than a dweller and he would have a hard time <br />hearing this without a public hearing of citizens living at or near the proposed station. <br /> <br />Mr. Price said he agreed that public input should be given. He said he needed to be <br />clear on the project management. He still believed that big projects should have <br />bond issues. Mr. Price said he was not against the $100,000 yearly payment to the <br />Reserves that was proposed but wanted to see how that would affect staff positions <br />at the next budget study. <br /> <br />Mr. Crow said he knows the City needs to make investments in infrastructure but <br />questioned if this was the right investment to make. He asked what the plan was for <br />the building next door to City Hall after vacated. Mr. Crow also asked if the money <br />received from the flood grant was in the City’s budget. <br /> <br />Ms. Watson said the City Council passed a resolution to set aside $539,000 to be <br />used for flood and the remaining $400,000 plus that was set aside in the Reserves. <br /> 5 <br /> <br /> <br />
