Mayor Welsch called the Study Session to order
at 6:20 p.m. In addition to the Mayor the following members of the Council were present:

Mr. Michael Glickert
Ms. Lynn Ricci
Mr. Terry Crow
Mr. Stephen Kraft
Mr. Arthur Sharpe

Mr. Price participated by teleconference, which did not include any voting.

Mr. Walker called this study session to cover the eight issues raised at the last Council
meeting concerning the proposed fire station. Mr. Walker had, on Wednesday, September
th
28, sent Council an email addressing the eight issues and the staff’s responses. Copies of
this email were supplied at the meeting for all meeting participants.

The eight issues were
1. Structure and issues with present firehouse
2. Possible flooding
3. Impact to residential area
4. Project management
5. Work force
6. Failure of bond issue
7. $900 gas grill
8. One way street, Olive/Westgate intersection

Fire Chief Don. Miner was present to address any additional questions from
Councilmembers.

Mr. Glickert asked if any other locations were studied as a possible site for the station.

Chief Miner said consideration was given in regard to where Engine House 2 is located.
The stations would have to be placed appropriately around the City. He said a site at
Vernon and Kingsland was considered, but it sold while they were in process of looking.
The new owner wanted three times the amount he had paid for the land. Chief Miner was
not sure how Washington University became involved but the University offered the land at
Vernon and Westgate to the City to build a new firehouse, since the City was not able to
fund land purchase.

Mr. Crow asked if the proposed firehouse more than doubled the space of the present one.
He asked how this location related to the population that it would serve.

1
