Chief Miner said this location was closer for response to the heaviest commercial area of
the City. He said the proposed building is twice the size of the present fire house. Chief
Miner did say the administrative offices presently were in City Hall and he did not know how
much area that added to the new firehouse. The garage space is also larger so that all the
trucks will be housed in separate bays and could be backed straight in. And a training room
has been added.

Mr. Crow noted that he had not seen the Study Session material that was passed out at this
session.

Mayor Welsch noted that the packet supplied at the session was sent by email to all of
Council on the previous Wednesday afternoon, prior to this meeting.

Mr. Crow asked what was initially to be a $200,000 City investment is now up to $874,494
or was the $245,000 investment taken out and asked where the City was at total dollar wise
being asked to commit.

Chief Miner did not know what the $245,000 that was referenced was but said the total
investment for the City would be the $200,000 grant match and the additional $674,494
needed in addition to the grant.

Mr. Crow noted the $245,000 was from Project management savings. He asked if this
amount could be taken off the $674,494 additional money needed.

Chief Miner said that if the City wanted to use a project manager it would be an additional
$245,252.

Mr. Crow asked if there were any changes to the structure or size that could be cut back on
to bring down the price.

Chief Miner said that any reduction in the size would have equal reduction in the grant
award and would also have to be approved by FEMA.

Mr. Kraft asked to clarify some numbers. He stated the delay created a $137,000 difference
between the current project cost and the cost projected in 2009. Mr. Kraft verified that the
difference in the amount asked for in the grant and what was awarded amounted to
$537,000. He said when adding the two numbers together the shortage today amounted to
$674,000. Mr. Kraft said the Council already voted and approved the $200,000 required for
the grant match. He stated the way he reads the numbers is that the City will get a 16,000
square foot fire house which would equate to $209 a square foot but because of federal
money it will only cost the City $52 a square foot. Mr. Kraft said who could build a firehouse
for $52 a square foot?

Mr. Price asked by teleconference

What was the cause of the funding shortfall and how much was it?

Diverse work force should be used in its construction.

How would the money be replaced in the reserves?

2
